ENVIRONMENTAL STANDARDS:<br />Alinsunod sa RA 7227, IRR Sec. 101, sa probisyon ng “Air Quality” – “The SBMA shall not permit air quality to deteriorate within its jurisdiction and/or the SBF as a result of industrial developmet”.<br />Nakatunganga lamang ang SBMA Admin mula 2006, nang mapirmahan ang MOU, hanggang sa kasalukuyan dahil wala pang nailalabas ito naair quality standard bago simulan ang konstruksiyon ng coal plant. <br />Kahit walang opisyal na “Air Quality Standard” ang SBMA ay nagsimula na sa konstruksiyon ang RP Energy.<br />http://www.facebook.com/groups/nocoal/<br />
  10. 10. SOCIAL ACCEPTABILITY LEGAL FRAMEWORK:<br />Walang hawak na katibayan ng social acceptability ang RP Energy – kung gayun ang ECC nito ay PALSIPIKADO. <br />A. Social Acceptability as Mandatory Requirement:<br /><ul><li>Isa sa mga pangunahing rikisitos para makakuha ng Environmental Clearance Certificate o ECC ay ang social acceptability sa proyekto. Kung wala ang rikisitong ito, hindi dapat masimulang ang anumang proyekto.
  11. 11. Sa proseso ng pagkuha ng EIA (Environmental Impact Assessment) at ECC sa DENR, obligadong malutas muna ang isyu ng social acceptability. Kung hindi tanggap ng komunidad at mamamayan ang proyekto – wala dapat ECC.</li></ul>Malinaw na AYAW NG MAMAMAYAN ANG COAL PLANT- Patuloy na lumalawak at lumalakas ang kilos-protesta – position paper, statements, forum/symposium, piket, petition letter, media campaign, social network/ online campaign at rali.<br />

Ang planta ay banta rin sa mga pansakang hayop na maaaring makalunok ng mapaminsalang latak mula sa buga ng planta. Ang mga gulayan sa bisinidad ay tuwirang apektado, kalauna’y apektado din ang kabuhayan ng libu-libong mamamayan ng Zambales, na nakabatay sa pagsasaka, pangingisda at pag-aalaga ng hayop.
