  • 1. 1- ACTO/UNEP/GEF Overall Amazon Project Framework • Regional legal framework: Amazon Cooperation Treaty (Bolivia, Brazil, Colombia, Ecuador, Guyana, Peru, Suriname, and Venezuela). • Regional institutional framework: ACTO/Permanent Secretariat (2002) / Coordination for Environment / National Focal Points • Regional strategic framework: Amazonian Strategic Cooperation Agenda (2010) • Regional political framework: Presidential and Ministerial Declarations – mandates and soft law: Protect, manage and preserve the region’s water resources to ensure the health of the fluvial ecosystem • Regional technical and political interface: Project Steering Committee
  • 2. 2 - Governance & Institutional Strengthening: outcomes and indicators AT THE REGIONAL LEVEL (ACTO) • Increased understanding of ACTO’s institutional role as coordinator of regional transboundary water resources management in the Amazon basin • Increased technical and financial autonomy (UTA), new headquarters of PS/ACTO • Strengthened ability to provide capacity building activities (training courses) • Strengthened regional political and technical dialogue on IWRM and climate change adaptation (3 regional Ministerial meetings, 2 regional WS). AT THE NATIONAL LEVEL • Improved national inter-sectorial coordination for IWRM (4 IMC) • Improvement of national institutional and legal frameworks, 8 nat. inventories ACROSS THE BORDER • Improved local governance for CC adaptation (early warning system / MAP region)
