The British Horseracing Authority has delayed implementing a new zero-tolerance policy regarding anabolic steroids until March 2015. They want more time to clarify elements of the new rules, such as defining who is considered a "responsible person" for ensuring a horse does not receive steroids, and to gain consensus from trainers, owners, and other stakeholders. Responsibility currently switches between trainers and owners but there is ambiguity around responsibility when horses are transferred.
