  • 1. Foreign Language Assistance Program (FLAP) U. S. Department of Education
  • 2. Purpose of the Program
    • The grants pay the Federal share of the cost of innovative model programs for the establishment, improvement, or expansion of foreign language study for elementary and secondary schools students
  • 3. Eligibility
    • The term local educational agency (LEA) means a public board of education or other public authority that maintains administrative control of public elementary or secondary schools in a city, county, township, school district or other political subdivision of a state
  • 4. Eligibility
    • Includes public charter schools that are considered LEAs under State law
    • An intermediate unit within a State e.g., a Board of Cooperative Educational Services (a BOCES) may apply for and receive a grant
  • 5. Private Schools
    • An LEA grant could serve students enrolled in a private elementary or secondary school
    • A private school is not eligible to apply for a FLAP grant
  • 6. FLAP 2009 84.293A LEA with IHE
    • $5.1M of funds available for 5-year grants to LEAs in partnership with Institutions of Higher Education (IHEs)
    • Approx. 26 grants
  • 7. FLAP 2009 84.293B LEA
    • $8.6M of funds available for 3-year grants to LEAs
    • Approx. 43 grants
  • 8. FLAP 2009 84.293C SEA
    • $750,000 of funds available for 3-year grants to SEAs
    • Approx. 4 grants

    • Languages of major economic and political importance—Arabic, Chinese, Japanese, Korean, Russian and languages in the Indic, Iranian and Turkic language families
    • 84.293A Absolute Priority
    • 84.293B and C Competitive 10 pts .
  • 10. LEA Funding and Matching
    • $100,000 to $300,000 per year
    • In order to build program capacity at local level, cost sharing is required
    • $200,000 requested = $200,000 match
    • Waiver for LEA may be granted if resources are not adequate
    • LEA should share the cost to the extent possible
