  4. 4. <ul><li>The need to establish comprehensive objectives, strategies and plans of action which: </li></ul><ul><ul><li>Point public and private initiatives and agents in the right direction and with the necessary coordination. </li></ul></ul>Today,the Basque Country has the opportunity to become a European leader in developing a transformation process actively involving society and set around a powerful public-private alliance 2. 3. The importance of involving an entire civil society which has traditionally delegated these questions to the Public Administrations. 1. The crucial importance of social aspects . It will be impossible to mobilize Basque society in the 2nd transformation process if it is only considered in economic or business terms. The challenge of mobilising large amounts of resources with a view to ensuring a competitive, healthy future, particularly given the current situation of crisis. 4. 00. Those who resign themselves to simply accepting things as they stand miss out on an enormous source of transformation: the innovating spirit of people as a whole. And resignation makes constructing a future extremely difficult. In the Basque Country we have set ourselves the challenge of becoming THE innovation reference in Europe, a project which has already kindled enthusiasm in thousands.
