Green Paper Executive Summary  In our first two years of activity at Innobasque we have seen clear-cut consensus on the objective of converting the Basque Country into the «Innovation benchmark 2030». Reaching this goal implies deep-reaching cultural change, and one which will, in practice, take the shape of social change. In this process, it is crucial to define the values on which the innovative society of the future must be founded and constructed. To achieve this goal, Innobasque’s i-Talde on Values has been working for two years on a first proposal, set around two basic premises: the values must be only few in number so that society may easily understand and learn them, and they must be sufficiently generic to ensure that their development can adapt to the different realities of Euskadi. The values suggested with a view to boosting an innovative Basque society fostering an enterprising spirit and creativity are as follows: • Knowledge, as a key resource, the principal raw material. • Cooperation, the philosophical basis of the work and relations between social players. • Open attitude towards change, as the necessary attitude for applying the knowledge acquired and developing new knowledge. • Globalisation, i.e. the necessary mentality and vision for taking action in a global environment. In addition to defining and studying these proposed values in greater depth, in the document we explain the behaviours which must go hand-in-hand with them in order that they may be incorporated to the management of our everyday activities. Similarly, we have defined the keys to the driving and braking forces to be managed in this process of change, and have developed proposed actions for promoting these values in Euskadi, while defining the path to be followed. The format chosen is the «Green Paper», permitting and facilitating participation by society and by the organisations that represent it. Thus, this document is and must be understood as a proposal open to criticism and improvement. Our aim is to reach the end of this debate process with an enriched initial proposal which will bring about change in the commitment of Basque society to the values that will guide social change for innovation. A sort of great «Agreement on Values» which would be noted in «The White Paper» on the values of innovation. At Innobasque we are fully aware that a project of this size exceeds our responsibility and powers. Our objective at this stage is to seek basic areas of support making it possible to corroborate the utility and feasibility of this project. We consider that this work is an excellent platform for comparing the outline of participation with the one anticipated for action. A methodology in which we at Innobasque would like to offer our services as facilitators of the process of participation and debate in which we believe our presence is well worthwhile. From our point of view, we are totally convinced that this reflection is one of the key projects to be carried out seriously and integrally on the road to innovation in Basque society, and we understand that, furthermore, in the development of this process, we will gradually generate new spaces destined to help us improve the cohesion of our society.
