How  wholesalers  fit  into  the  Community   Pharmacy  Agreement   •  Full  line  wholesalers  ensure  the  safe  and  5mely  delivery  of  all  medicines  to  community   pharmacies.   •  Wholesalers  compete  aggressively  for  pharmacy  business  –  against  each  other  and   against  direct  and  short  line  suppliers.   •  Under  the  CSO  arrangements  full  line  wholesalers  agree  directly  with  Government  to   meet  mandated  supply  obliga5ons.   •  The  wholesale  margin  funding  and  the  CSO  arrangements  are  agreed  in  the  CPA.   •  The  6CPA  needs  to  meet  the  needs  of  Australians  in  2020.       –  To  promote  efficiency  in  the  supply  chain;   –  To  strengthen  the  CSO  to  reflect  new  global  pressures.   •  The  NPSA  is  ac5ve  in  promo5ng  industry  wide  discussion  on  how  new  technologies  can   help  us  achieve  this.

The  FDA  has  been  more  prescrip5ve  in  the  US  …   •  2004  -­‐  FDA  required  product  iden5fier  and  bar   code  on  pharmaceu5cals  sold  in  the  US.       •  2011  -­‐  FDA  published  Bar  Code  Label   requirements     •  2013  -­‐  US  Senate  passed  na5onal  traceable   framework  for  prescrip5on  medicines.       •  Now  –  the  sector  is  developing  the  standards  to   achieve  this   10

Working  together…   The  supply  chain,  the  CSO  and   community  pharmacy  need  to   become  stronger  and  more  efficient     •  Global  standards   •  End  exclusive  supply   •  Endorse  pharmacy  health  services   •  Sustainable  funding  arrangements   This  will  generate  real  long  term   value  for  pa5ents,  the  taxpayer  and   for  the  whole  sector   11   6CPA  is  the  opportunity  to  secure  a  strong   future  for  pharmacy…  
  • 12. •  Changing  ownership  and  loca5on  rules  will  give  pa5ents  more  choice?  New   retail  models?  Would  “new”  promote  beber  health  outcomes?  What  measure   of  efficiency  are  they  using?   •  PBS  En5ty  to  provide  reliable  and  affordable  access?    DOH  to  manage  CSOs?       •  Risks  can  be  addressed  with  regula5on?   •  Pharmacists  can  be  given  the  opportunity  to  provide  a  greater  range  of   services?    What  about  the  services  that  they  currently  provide?  Why  can’t  that   happen  now?   •  The  measures  proposed  have  no  regard  to  the  savings  to  date  and  the  savings   in  the  pipe  line.    These  would  be  put  at  risk  by  the  Commission  of  Audit   proposals.       •  The  Harper  Compe55on  Review  is  the  next  review  and  it  will  be  important  for   Australians  to  explain  the  healthcare  role  of  pharmacy.   12   The  Commission  of  Audit!
