  • ITU-AIBD-ABU REGIONAL WORKSHOP STRENGTHENING DIGITAL BROADCASTING EXPERIENCE HA NOI, VIETNAM, 22-23 MAY 2011 Digital terrestrial TV and Spectrum arrangement in Viet Nam Mr. Doan Quang HoanGeneral Director of Authority of Radio Frequency Management
  • Content Overview on Viet Nam TV broadcasting TV digitization in Viet Nam Spectrum arrangement for DTV The Digital Dividend Summary
  • Overview on Viet Nam TV broadcastingViet Nam has 66 TV broadcasters: - 3 nationwide TV broadcasters- 63 local TV broadcasters- 109 TV free-to-air program channelsSo many local broadcasters! So many program channels!More difficult to allocate the available frequency channelsto deploy DTV services
  • Overview on Viet Nam TV broadcasting Market share of platform CATV 1.56% Analog terrestrial TV 76.5% Digital terrestrial TV 12.5% Sattelite DTH
  • TV digitization in Viet Nam1. Benefits of TV digitization for Broadcasters- Better quality of video and audio- More channels, more services (Mobile reception, mobileTV, HDTV, interactivity, data services)- Local TV broadcasters may have larger service coverage- DTV transmitter’s ERP requirement is lower- DTV gives a chance to set up SFN
  • TV digitization in Viet Nam2. Benefits of TV digitization for telecommunications- Spectrum efficiency is high- Digital Dividend. That is a big chance to deploy more radio broadband services;- The more Broadband services, the more multimedia provided (such as Live TV channels, Interactive TV, Time-shifted TV, Video on demand...)
  • The Economics Benefit of Broadband High – Income Countries 1.38 1.21 Low – Income Countries 1.12 0.81 0.77 0.73 0.6 0.43 Fixed- Telephony Imobile - Telephony Internet Broadband GDP Growth Impact of telecommunications: Highest Impact from Broadband GDP percentage point increase due to 10 percent increase in penetrationQiang. Christine Z. 2009. “Telecommunications and Economics Growth.” Unpublished 6 Booz & Company, Digital Highways: The Role of Government i 21 st-CentryPaper. World Bank, Washington, D.C. Infrastructure, 2009, p.5
  • TV digitization in Viet Nam- DVB-T standard have been adopted by VTV since 2001- VTC had launched DVB-T test project since 2002- 2005 DVB-T was adopted to deploy nationwide- Planning on radio television broadcasting transmission to 2020 was adopted by Prime Minister in 2009;- Drafted Digitization Project on terrestrial TV was submitted to Prime Minister for approval- Radio law and Telecommunications law
  • TV digitization in Viet NamDrafted Digitization Project on terrestrial:- The final target of DTV roadmap: 95% of population served by digital TV.- Transmission standard: DVB-T and its next versions;- Compression standard: MPEG-2, MPEG-4 part 10/ H.264 (after 2014: MPEG-4 part 10 /H.264 is mandatory)- Analog switch off has been scheduled from 2015 to the end of 2020 (region by region)
  • TV digitization in Viet Nam DTV roadmap 5 central cities ATV - DTV DTV 2011 12/201426 next provinces ATV - DTV DTV 2013 12/2016 18 next provinces ATV - DTV DTV 2015 12/2018 12/2020 15 next provinces ATV - DTV DTV 2017
  • TV digitization in Viet Nam* Terrestrial DTV- VTC has launched DTV services since 2006, +2 MUX using MPEG-2 compression standard, + more than 20 TV program channels;- AVG has a trial of DTV SFNs with 3 MUX using MPEG- 4 compression standard in Ha Noi and Ho Chi Minh City;- More than 2 million set-top-box have been sold out to market
  • TV digitalization in Viet Nam* Mobile TV- DVB-H was tested by VTC corporation in 2006,- T-DMB trial project has been broadcasted by VTV in Ha Noi and Ho Chi Minh city* DTH- VTV launched DTH using DVB-S standard since 2004- VTC launched DTH using DVB-S2 standard since 2009
  • Spectrum arrangement for terrestrial TV1. Multiplex and network planning- 3 nationwide broadcasting transmission operators with 7 DTV Multiplexes- 5 – 7 DTV MUX for existing local ATV (multiplex by regional areas)
  • Spectrum arrangement for terrestrial TV2. Frequency channel allotment for DTV- to broadcast 2 MUX for VTV and 2 MUX for VTC with nationwide coverage using MFN;- to broadcast 3 MUX for third nationwide operator using SFN providing Pay TV services;- to broadcast 1 MUX for each regional networks delivering existing local TV channels
  • Spectrum arrangement for terrestrial TV3. Frequency bands - VHF band III: 174 – 230 MHz - UHF band:  Before 12/2009 : 470 – 806 MHz  After 12/2009: 470 – 790 MHz4. Draft of VHF band plan - To be planned for DTV, Digital radio, Mobile TV - Band III VHF (174-206) MHz for DVB-T/T-DMB - Band III VHF (206-230) MHz for T-DMB/T-DAB
  • Spectrum arrangement for terrestrial TV5. Draft of UHF band plan- Mainly for DTV implementation- UHF (470-694 MHz) for DTV Long-term usage- UHF (694-790 MHz) for DTV/ATV temporary usage and to be freed up to develop other radio services (Digital Dividend)- After 12/2020 UHF band 694 – 790 MHz is going to be freed up to launch other radio broadband services
  • The Digital dividend • Digital Dividend is the spectrum made available over and above that required to accommodate the existing analogue television services in a digital form in VHF and UHF More broadband Digital services and MoreSpectrum Existing dividend TV services analogue channels Existing program channels Analogue Digital Time A – D Transition period transmission transmission 2020
  • Who can use the Dividend?• Additional and improved terrestrial broadcasting services:  High quality digital TV  More spectrum & power efficiency• Multimedia Mobile broadcasting services:  H HANDHELD• Mobile communication systems: 
