    • MERAP Sabah RCI Research Exhibit P9: P1 to P3 ICs 18th March 2013 By Dr. Ong Kian Ming
    • Overview Story thus far ignores impact of ICs on the electoral roll MERAP is starting a new investigation based on the evidence produced in the Sabah RCI Initial investigation focus on the evidence given by Ruslan bin Alias, an assistant in the IC division of Sabah / Sarawak in the National Registration Department Focus on P1, P2 and P3 lists of problematic ICs Over 60k old ICs from P1 and P2 in the electoral roll Distribution by seat 29 duplicates 20 old ICs from P3 only removed in Q4 20122
    • Thus far … the Sabah RCI has revealed shocking evidence about the distribution of ICs to people of questionable citizenship … This covers Item A in the Sabah RCI Terms of Reference which is: To enquire into the number of immigrants in Sabah who have been issued blue identification cards or citizenship But so far, the link between the issuance of problematic ICs to the electoral roll has not been properly evaluated And this covers Item C in the Sabah RCI Terms of Reference which is: To enquire whether the immigrants in Sabah who hold blue identification cards, temporary identification receipts (blue) or citizenship which is not in accordance with the law have been registered in the electoral roll3
    • To address this gap, the Malaysian Electoral Roll Analysis Project (MERAP) will embark on a new investigation into the problems of the electoral roll based on the evidence produced in the Sabah RCI… Starting with … The testimony of Ruslan bin Alias, an assistant head in the IC division of Sabah / Sarawak in the National Registration Department(1) who gave his testimony on the 16th of January, 2013…4 (1) Penolong Ketua Unit, Bahagian Kad Pengenalan, Sabah/Sarawak, Jabatan Pendaftaran Negara
    • Ruslan revealed three lists of problematic ICs: P1, P2 and P3 P1 and P2 Kad Pengenalan yang bermasalah merupakan kad-kad pengenalan dimana didapati permohannya tidak merujuk ataupun sebahagian sahaja yang merujuk kpd rekod yang tersimpan di Jabatan Pendaftaran Negara P3 Kad Pengenalan yang telah dibatalkan pada tahun 19965

    • According to Ruslan, whose unit is in charge of investigating the problematic ICs in P1 and P2, only 8553 ICs in these lists have been investigated. Of these 8553, 4851 (or 57%) were rejected as legitimate ICs. This means that 105,927 old ICs in lists P1 and P2 have not been investigated!8

    • DAP Call for Action Call on the NRD and the EC to immediately conduct a comprehensive exercise to identify ICs that were wrongly given out and to take out these voters from the electoral roll before the 13th general election Sabah DAP also calls all Sabahan working or living overseas, including those in Peninsular Malaysia, to come back to Malaysia to vote during GE13 in order to dilute the effect of dubious voters. Sabah DAP is launching a “Save Sabah, Save Malaysia” campaign.47
