Promoter:  Partners: Duration: 36 months (November 2008 – October 2011) NATIONAL COMMISSION FOR QUALIFICATIONS – CNCP , FRAN CE UNIVERSITY OF BUCHAREST , ROMÂNIA “ POLITEHNICA” UNIVERSITY OF BUCHAREST , ROMÂNIA DOCIS title : Development of an operational system of qualifications in higher education in Romania

Specific objectives <ul><li>Develop and implement the National Qualifications Framework for Higher Education – NQFHE and align it to existing instruments on the education and labour market; </li></ul><ul><li>Develop and implement the National Qualifications Register for Higher Education, a national database and a portal open to the public on-line consultation : www.rncis.ro; </li></ul><ul><li>Develop a labour market survey on qualifications demanded by the Romanian labour market and matching the universities provision with this demand; </li></ul>

Main results <ul><li>Implementation for more than 500 learning outcomes based qualifications (350 Bachelor study programmes and 150 Master programmes) based on the tool named the Methodology for using NQFHE (Ministerial Order no. 4430/2009); </li></ul><ul><li>The National Qualifications Register for Higher Education - RNCIS , a tool for the identification, registration, permanent consultation and updating of qualifications; </li></ul><ul><li>The sociological study “ Recent higher education graduates and their employability ” focused on their pathways in the labour market, the type of activities they undertake, the match between their professional activity and the learning outcomes acquired according to the qualification they obtained. </li></ul>

  8. 8. <ul><li>BENEFITS AND BENEFICIARIES </li></ul><ul><li>For higher education institutions : </li></ul><ul><li>- new opportunities for the design, implementation and management of the educational process . </li></ul><ul><li>For students : </li></ul><ul><ul><li>A transparent and accessible tool which clearly indicates : </li></ul></ul><ul><ul><ul><li>Learning outcomes for each qualification ; </li></ul></ul></ul><ul><ul><ul><li>Contents of the study programmes they might intend to follow ; </li></ul></ul></ul><ul><ul><ul><li>the credit points they must obtain in order to follow the adequate learning and training pathway leading to a certain qualification . </li></ul></ul></ul>
  9. 9. <ul><ul><li>For employers : </li></ul></ul><ul><ul><li>The right graduates for their vacancies ; </li></ul></ul><ul><ul><li>Visibility of learning outcomes for each qualification ; </li></ul></ul><ul><ul><li>A platform for dialogue between universities and industry ; </li></ul></ul><ul><ul><li>Better trained graduates. </li></ul></ul><ul><li>For staff involved in the development of higher education policies </li></ul><ul><ul><li>The necessary rationale and tools to articulate the whole system ; </li></ul></ul><ul><ul><li>Rationale for the legal framework on higher education, for the national education and training policies . </li></ul></ul>

  12. 12. <ul><li>Specific objectives : </li></ul><ul><li>Update the specific tools of the National Qualifications Framework to increase framework management capacity; </li></ul><ul><li>Develop and implement an assessment system for competences acquired in higher education, by means of performance standards; </li></ul><ul><li>Increase the relevance of higher education study programmes by matching qualifications and the labour market. </li></ul>

Conclusions Impact of the 2 projects on NQFHE <ul><li>Clarification and coherence of university provision ; </li></ul><ul><li>Shifting the focus from disciplines to learning outcomes ; </li></ul><ul><li>Educational provision based on occupational analysis ; </li></ul><ul><li>Quality enhancement and fostering performance in higher education ; </li></ul><ul><li>Possibility to develop new qualifications necessary for new occupations . </li></ul>
