The state universities and colleges (SUCs) are the concrete fulfillment of the role of the Philippine state to fully develop the country’s human resources. There are, at present, twenty nine (29) SUCs in all of the six (6) regions in Southern Philippines. Mindanao still stands as the country’s land of promise. For some, the promise has become a reality. However, for many Mindanaoans, the promise remains a dream. Moreover, the bill provides for scholarship programs and other affirmative action programs to assist poor but deserving students in all disciplines.
