  2. 2. <ul><li>Zambia coordinating donors since 1994 as part of health reforms </li></ul><ul><li>Done to address fragmentation in aid delivery agenda </li></ul><ul><li>Also to address inefficiencies, inequalities, conflicting donor policies and displaced local priorities </li></ul>
  3. 3. <ul><li>Sector policy on aid harmonization developed which was later coined the Sector Wide Approach </li></ul><ul><li>Has resulted in donor alignment and support to government led National Health Strategic Plans </li></ul><ul><li>Achieved primarily due to MoU, Joint Sector Reviews, one sector plan, one M&E framework and agreed core set of indicators </li></ul>
  4. 4. <ul><li>Multiple plans to various donors (5) </li></ul><ul><li>This has exacerbated administrative inefficiencies </li></ul><ul><li>Inequalities within health systems due to targeted interventions </li></ul><ul><li>Zambia faced with critical human resource crisis and inadequate infrastructure and equipment </li></ul>
  5. 5. <ul><li>A shift towards a holistic approach to financing health service delivery including HRH & infrastructure </li></ul><ul><li>Financing: With the signing of compacts, we expect partners to fill identified resource gaps </li></ul><ul><li>Complete harmonisation, alignment, mutual accountability, results & ownership </li></ul><ul><li>One country plan, policy and results framework, budget, M&E framework and fiduciary process </li></ul>
  6. 6. <ul><li>Costing of the National Health Strategic Plan to determine resource required to scale up MDG attainment and gap analysis </li></ul><ul><li>Review of MoU to identify weaknesses and gaps and strengthen MoU as tool for aid coordination </li></ul>
