  3. 3. IHP + in Kenya <ul><li>Coordination is by the Government through MOH </li></ul><ul><li>CSOs represented by HENNET, CHAK in the Health Sector Coordinating Committee </li></ul><ul><li>HSCC provides forum for CSOs, Development Partners and Government engagement </li></ul>
  4. 4. <ul><li>The NHSSP II will provide the road map for IHP + in the country – to fit within AoP 4 </li></ul><ul><li>AoP 4 is to address gaps identified in the mid term review of NHSSP II </li></ul>
  5. 5. Status of IHP + in Kenya <ul><li>1 st Meeting held on 12/09/2008 and chaired by the Minister of Health </li></ul><ul><li>In attendance were MOH, development partners and CSOs </li></ul><ul><li>CSO represented by CHAK, HENNET and Catholic secretariat. </li></ul>

Agenda of the meeting <ul><li>HSCC coordination in NHSSP II </li></ul><ul><li>Health financing coordination and ensure that aid money directed to the poor </li></ul><ul><li>Strategy in line with Paris declaration- One plan, One Coordination and One ME </li></ul><ul><li>Call to support NHSSP II- 2005-2010 </li></ul>
  7. 7. <ul><li>In keeping with the objectives of IHP + , in the Kenya chapter, HENNET is participating in drafting of the IHP + roadmap . </li></ul><ul><li>However, the role of CSOs in the IHP + is limited to watch dog role </li></ul><ul><li>The inadequate role of CSOs in IHP can be attributed to the fact that IHP + was designed by the North and without CSO involvement. </li></ul>CSOs Engagement in IHP +

Challenges in relation to IHP + <ul><li>The process is government driven </li></ul><ul><li>CSOs engagement for IHP process still not well defined </li></ul><ul><li>Poor understanding of IHP+ </li></ul><ul><li>Political issues- MOH, splitting has affected HSCC </li></ul><ul><li>Post-election violence- HSCC time in PEV </li></ul>

Recommendations <ul><li>CSO engagement operation guidelines </li></ul><ul><li>CSO involvement in coordination, implementation and monitoring </li></ul><ul><li>Strengthen country working groups by strong CSOS participation </li></ul><ul><li>Adopt a human rights based approach to Health thus ensure equitable resources </li></ul>

Recommended way forward for CSOs <ul><li>Free flow of information on resources </li></ul><ul><li>Build alliances among CSOs to forge a united front </li></ul><ul><li>Articulate health needs and promote efficient and effective allocation of health resources </li></ul><ul><li>Provide technical advice and leadership on the CSO role in the IHP + initiative as well as the development of effective public private partnerships (PPP) </li></ul><ul><li>Promote innovative financing </li></ul>
