Loan and Grant Administration <ul><li>Key Achievements </li></ul><ul><li>Disbursement/processing of approximately USD111.10m out of USD 121.85m </li></ul><ul><li>- Loans, Loan Component Grants and DSF Grants </li></ul><ul><li>- Withdrawal Processed 289 </li></ul><ul><li>- Average processing time 24days IFAD, within Asia Pacific Division 14days. </li></ul><ul><li>Procurement </li></ul><ul><li>- Approximately 60-70 cases </li></ul><ul><li>- Processing Time 14-25 days (data is varied) </li></ul><ul><li>Fiduciary Responsibilities </li></ul><ul><li>- Covering Financial Management, Procurement, Audit and also Loan Compliances structured and covered as part of Aid Memoir. </li></ul>

Loan and Grant Administration <ul><li>Issues </li></ul><ul><li>- Limited understanding of key provisions of the Loan Agreement, Loan Amendments, Appraisal Report and Procurement Guidelines </li></ul><ul><li>- WA volume is rather higher, Non regular submission, missing documentation, lack of clarity of expenditures incurred. </li></ul><ul><li>- limited ability to link expenditures to procurement plans and AWPBs </li></ul><ul><li>- Category Allocations and Costabs not well defined (to be improved in quality of design and also in the preparation of Loan Agreements) </li></ul>
  6. 6. Loan and Grant Administration <ul><li>Issues </li></ul><ul><li>- Follow up from both IFAD and also Projects on agreed actions and commitments on Fiduciary matters in Project Supervision. What actions have been taken? </li></ul><ul><li>- Key requirement of Audit reports and also follow up and resolution of audit observations. Responses received only when requested. </li></ul><ul><li>- Procurement Plans and Contract Registers (Logs) not available – Could we make this available online. </li></ul><ul><li>- IFADs need to improve turn around time on procurement decision. What can we do to improve this. </li></ul><ul><li>- IFAD to start reviewing procurement management as part of supervision under its fiduciary responsibility. </li></ul><ul><li>- IFAD and Project to think of solution to list or capture key decision and recommendation where it could be easily accessed and followed up </li></ul>
