  • 3. Background
    • 2002 Power Policy initially discouraged Oil Based IPP
    • In 2003 it was widely reported that Natural Gas Reserved were dwindling
      • This led to restriction on Natural Gas Connection to New IPP
  • 4. Benefits to IPP Hydel Specific
    • Hydel projects to be implemented under Build-Own-Operate-Transfer (BOOT) basis.
    • Hydrological Risk to be borne by Power Purchaser.
    • For Hydropower projects, priority dispatch with economic load dispatch criteria.
    • Provide protection against specified political risk.
    • Provide protection against charges in taxes and duties regimes.
  • 5. Benefits to IPP Hydel Specific
    • Two-part tariff structure consisting of fixed capacity and variable energy component is recommended with the proviso that fixed capacity payment for Hydel projects would fall between 60% to 66% of the total tariff.
    • To eliminate protracted negotiation, Implementation Agreement IA, Power Purchase Agreement PPA, Water Use License WUL have been standardized

      • Patrind Hydropower Project, 130 MW Mansehra NWFP
      • Sharmai Hydropower Project, 115 MW Dir, NWFP
      • Mahl Hydropower Project, 245 MW Kohala, AJK
      • Harighel Hydropower Project, 53 MW Bagh AJK
      • Devastating Earthquake--- Major Setback happened on 8th of October 2005
    • (Almost all the LOI were issued in Oct/Nov 2005)
