  3. 3. The researchers role is between expertise and document elaboration, defining the problem and developing the solution and sometimes following the process of implementation. Due to lack of expertise in Master-planning and of practice in using thecontemporary European urban ‘language’ of the local administration requestedand received expertise in the following domains:- Urban rehabilitation- Integrated urban transport- Environment- Urban planning

Urban rehabilitation Technical In collaboration with The Deutsche consultancy forGesellschaft für Technische Zusammenarbeit(GTZ) the organisation works in the field of rehabilitationinternational cooperation for sustainable of the historicdevelopment, Timisoara City Hall developed theCRUT (Center For Urban Rehabilitation), an buildings ofindependent unit of expertise available to any Timisoaracitizen for guidance and services.

Integrated urban transport Traffic Study:‘Politehnica’ University of Timisoara and OptimizingFraunhofer IPA Stuttgart Institute ( German trafficresearch institute ) realized ‘The IntegratedTransport Strategy of Timisoara and the Public transportMetropolitan Area’, interconnecting differentdomains in order to provide the proper mobility Bicycle lanesfor the citizens of Timisoara WaterwayProject Name: ‘Timisoara Vision 2030’ Mobility

Difficulties in Cooperating with researchers - Most of the times the issue results from a existing need or problem.Researchers want to find a rule, give a law not to solve a punctualproblem, they give holistic, integrated approaches and sometimeswithout offering the ‘tools’ for operational implementation. In lots ofcases it is necessary also to build up new ‘tools’.-The lack of up to date information, the accessibility of data in short time-The short period of time that the Public Administration needs the resultsand the long period of time necessary for the researcher to prepare adocumented answer.

Advantages resulting from cooperating with researchers- We received answers with a proved degree of experience- Connections and experience exchange has been created and thatleads to a better understanding of the problems on both sides The support needed form researchers- Urban planning solutions that can be implemented- Projects that are related to long and medium term needs of the city- Strategies and visions for the local administration to deal with- Solution on punctual problems, that can be applied immediately untila way of implementing the general and long term solution is found
