  2. 2. <ul><li>Parliament consists of representatives of the people </li></ul><ul><li>Review and opinion of the representatives of the people are of paramount importance </li></ul><ul><li>Whilst citizens’ awareness and capacity to directly influence policy is evolving, parliament plays a pivotal role in Bangladesh </li></ul>Background
  3. 3. <ul><li>76. (1) Parliament shall appoint from among its members the following standing committees, that is to say: </li></ul><ul><li>A public accounts committee; </li></ul><ul><li>Committee on privileges; and </li></ul><ul><li>Such other standing committees as the rules of procedure of Parliament require. </li></ul><ul><li>The Bangladesh Parliament is unicameral in nature. </li></ul>Constitutional basis for committee
  4. 4. <ul><li>Parliamentary standing committees on public financial management include: </li></ul><ul><ul><li>Public Accounts Committee (PAC) </li></ul></ul><ul><ul><li>Public Undertakings Committee (PUC) </li></ul></ul><ul><ul><li>Committee on Estimates (EC) </li></ul></ul><ul><li>Whilst EC examines compliance to limit of the policy implied in the estimates, PAC and PUC do ex-post scrutiny of audit reports, including: </li></ul><ul><li>-appropriation accounts showing the sums granted by the House for expenditure, annual finance accounts , any other accounts laid before the House. </li></ul>Committees overseeing Public Financial Management
  5. 5. <ul><li>More of such functions of PAC include: </li></ul><ul><ul><li>Ensuring disbursement according to the allocation; </li></ul></ul><ul><ul><li>Ensuring conformance of expenditure to authority; </li></ul></ul><ul><ul><li>Ensuring re-appropriation in accordance with provisions. </li></ul></ul><ul><li>Functions of PUC include: </li></ul><ul><ul><li>Examining reports and audits of public undertakings </li></ul></ul><ul><ul><li>Examining the reports, if any, of the C&AG on public undertakings; </li></ul></ul><ul><ul><li>Examining, in the context of the autonomy any deficiency of public undertakings </li></ul></ul>Committees overseeing Public Financial Management
  6. 6. <ul><li>Limited capacity of the support system of the committees has resulted in: </li></ul><ul><ul><li>Backlog in audit scrutiny </li></ul></ul><ul><ul><li>Inadequate legislative policy guidance on budget preparation </li></ul></ul><ul><li>La ck of public access to legislative oversight proceedings </li></ul>Committees overseeing Public Financial Management
  7. 7. <ul><li>Institutionalize the permanent secretariat support for Financial Oversight Committees within the existing structure of the Parliament Secretariat, </li></ul><ul><li>Improve legislative scrutiny on use of public funds, and </li></ul><ul><li>Improve public access to information about the work of legislative oversight committees. </li></ul>Strengthening committees for better accountability to citizens
