P r o j e c t s f o r m b a. b l o g s p o t. c o m EXECUTIVE SUMMARY Welfare of employee and his family members is an effective advertising and also amethod of buying the gratitude and loyalty of employees. Employee welfare is acomprehensive term including various services, benefits and facilities offered by theemployer. The basic purpose of labour welfare is to enrich the life of employees and keep themhappy and contented. Welfare facilities enable workers to have a richer and moresatisfying life. It raises the standard of living of workers by indirectly reducing theburden on their pocket. Welfare means improving, faring or doing well. It is a comprehensive term, andrefers to the physical, mental, moral and emotional well-being of an individual. Further,the term welfare is a relative concept, relative in time and space. It therefore, varies fromtime to time, region to region and from country to country. Labour welfare is an important aspect in every organization with some addedincentives which enable the workers to lead a decent life. There are several agenciesinvolved in the labour welfare work namely the central government, employer’s tradeunion and other social service organization. Welfare services may broadly be classifiedinto two categories:- 1) Intramural 2) Extramural In order to get the best out of a worker in the matter of production, workingcondition is required to be improved to large extent. The work place should providereasonable amenities for the worker’s essential need. Today various medical services like hospital, clinical and dispensary facilities areprovided by organizations not only to the employees but also to their family members.Normally welfare and recreational benefits includes canteens, housing, transportation,education etc. Some large organizations set up welfare organizations with a view to provide alltypes of welfare facilities at one centre and appointed welfare benefits continuously andeffectively to all employees fairly. Nagpur area has recognized that welfare of employees by improving theirquality of life and their family’s well being in general will help thrust to the objectives ofW.C.L. directly and indirectly thereby increasing and improving production andproductivity. This task is carried on ceaselessly by involving employees, workers,representatives and management representative. W.C.L. is spending lots of money on the employee welfare. Welfare facilitiesprovided by this organization are unique for all the employees. The only difference isthat the top level officers receive some additional facilities along with routine one. With the help of the project an attempt is made to study the welfare measuresprovided to employees, what is the procedure, time required for sanctioning welfarefacilities and such other basic policies of the organization. The study is based on the information collected from respondents throughquestionnaire. The data analyzed is presented in the form of graph and on the basis ofthat conclusions are made. At last the required suggestions are given. After analyzing the data it is found that the employees are satisfied with the welfarefacilities provided to them by the area office W.C.L. Labour welfare is a comprehensive term including various services, benefits andfacilities offered by the employer. Through such generous fringe benefits the employermakes life worth living for employees. The welfare amenities are extended in additionalto normal wages and other economic rewards available to employees as per the legalprovisions. Welfare measures may also be provided by the government, trade unions and non-government agencies in addition to the employer. “International Labour Organizationefforts to make life worth living for workers” According to the Oxford dictionary“Welfare is fundamentally an attitude of mind on the part of management influencingthe method by which management activities are undertaken.Objectives of labour welfare activities:- Following are the objectives of the voluntary labour welfare services by employer- 1) To win over employees loyalty and increase their morale. 2) To develop efficiency and productivity among workers. 3) To reduce of threat of future government intervention. 4) To make recruitment more effective. 5) To earn goodwill and enhance public image. 6) To build up stable labour force to reduce labour turnover and absenteeism. The various welfare measures provided by the employee will have immediate impacton the health, physical and mental efficiency, alertness, morale and overall efficiency ofthe workers and thereby contributing to the highest productivity. Social security measure provided by employer will act as a protection to the workers.Labour welfare means activities designed for the promotion of the economic, social andcultural well being of the employees. Labour welfare includes both statutory as well asnon-statutory activities undertaken by the employers, trade unions and both the centraland state governments for the physical and mental development of the workers. Labour welfare enables workers to have richer and more satisfying life. It raises thestandard of living of workers by indirectly reducing the burden on their pocket. Welfaremeasures improve the physical and physiological health of the employees, which in turnenhance their efficiency and productivity. Labour welfare promotes a sense of belongings among the workers, preventing themfrom resorting to unhealthy practices like absenteeism, lobour unrest strike, etc. welfarework improves the relations between employees and employers. It promotes a realchange of heart and a change of outlook of the part of both the employers andemployees.Reasons for the labour welfare activities in India:- 1) Increase in efficiency of employees: Labour welfare activities increases in efficiency of employees to work. These facilities help in developing the feeling of dedication among them. Due to the increase in efficiency the production and the productivity of the enterprise increase considerably. This is because of the extreme poverty among Indian workers. Provision of labour welfare activities plays an important role in reducing such poverty and in providing essential amenities to the workers.3) Establishment of Organizational peace: Labour welfare activities help in establishing sound relations between employees and employers. When the employees of the organization feels that they are getting all the possible facilities and the employers are very caring to them, then such good feeling increases enthusiasm among employees which will establish peace in the organization.4) Helpful in reducing the rate of absenteeism and labour turnover: The rate of absenteeism and labour turnover is much higher in India as compared to that of developed countries of the world. It is a centralgovernment undertaking company. Before 1973 it was a private block and after 1973it was considered as a government sector since its initialization was done in thisyear. Coal is the backbone of energy security of our nation and it will continue tooccupy a dominant position in the decades to come on the energy scenario of India.CIL contributes 54 percent of coal to the energy needs of the nation and sky is thelimit of increase in the demand of coal. Maintaining the highest growth in coalproduction CIL cross 400 million tones mark in 2008-09. Coal plays a vital role in power generation, considering this all subsidiaries of CILare taking hard efforts to produce required quantity of coal. All should untidilywork to fulfill the demand of power. The Vidarbha region has abundant reserves ofcoal that would try to fulfill the demand. WCL depends on land to carry out itsoperations. CIL has 7-8 subsidiaries which are situated in different states of India. It has 10divisions which are also known as areas out of which 3 areas are situated in MadhyaPradesh and 7 in Maharashtra. All these areas look behind mining activities. Coalproduction is the important source of energy of this organization. Presently, there10,122 employees working in these 10 areas. Coal India is playing a strategic role in the economy of the country by makingdomestic industry competitive at global level. CIL has been providing 50% to 60%cheaper coal in comparison to internationalmarket to power plants. Total requirements of thermal power plants are met by threedifferent modes - Coal India, Captive Coal Blocks and Import. India stands third inthe world in the production of coal. In every year one welfare/improving quality of life fortnight is being celebrated. In providing more and more welfare amenities and in their maintenance, tremendous enthusiasm and determination is generated during this fortnight. Even unit tries to be ahead of others in true and healthy competition spirit.An atmosphere of healthy competition is evidenced during this period.Community Development & Welfare Activities:- Mining of coal has profound impact on the communities living in the nearbyvillages where the mines are established. The obvious impact of introduction of anyindustrial activity in rural and tribal areas is change in the socioeconomic profile ofthe area. In the above context, Coal India, WCL and the Nagpur Area strongly believe thatthe people living around are an important stake holder in the process of minedevelopment and for a sustainable development; they have to be given share of thebenefits of development of the mining projects. For this specific purpose andobjective, CIL has laid down a guideline and policy for community and peripheraldevelopment. The subsidiaries prepare annual action plans by adapting the CIL-CD Policy forits implementation in its command area. Such activities are normally taken up in theperipheral villages within a distance of 8km from the mines. The key areas of thereferred community development and welfare activities, undertaken on the annualbasis in the peripheral villages around the mines are broadly as under:- - Creation of community assets (infrastructure) like provision for drinking water, construction of school buildings, check dams, village roads/ linked roads and culverts, dispensary and health center, community centers, market place etc. - Skill development & Capacity building, like vocational training, income generation programmes, entreurship development programme, literacy programme, adult education etc. - Awareness programmes and community activities like health camp, medical aids, family planning camps, immunization camp, and eye checkup camp etc. P r o j e c t s f o r m b a. b l o g s p o t. c o m 18

P r o j e c t s f o r m b a. b l o g s p o t. c o m- Sports and Cultural Activities- Plantation The beneficiaries of community development activities are normally inhabitants living in the periphery normally within a distance of 8 km from the mine boundary or any other location as may be decided by the community development committee in consultation with the State Government authorities. The beneficiaries include all communities including employees of WCL, non-employees, SC’s & ST’s and all other communities living in the villages under consideration. Care is also taken that the community development budget allocation covers Special Component Plan (SCP) for benefit of the Scheduled Castes, Tribal Sub Plan (TSP) for benefit of the tribal groups and Community Development Plan (CDP) for benefit of the community at large. Care is also taken to utilize at least 15% & 8% of the annual community development allocations against SCP & TSP respectively. The assets created under the resettlement activities will be handed over to the Gram Panchayat / State authorities on completion, for smooth operation and maintenance. Medical Facilities: a) Scheme for reimbursement of hospitalization expenses: The scheme is intended to provide relief to the employees in meeting the hospitalization expenses incurred for self and/or dependents. The benefit under the scheme is availability for minor and major operations. The company avails all the expenses by reimbursing the total amount paid by the employee at the time of treatment. b) Reimbursement of expenses of medical check-up: The company has its own hospital which is situated in each area. Doctors and nurses in these hospitals are appointed by the company itself. The employees can take treatment from these hospitals without paying any charge and they can take the medicines from the medical stores which are in the panel of this company. These people get some proportionate share of their basic as house rent decided by the company. School Bus Facility: The children of the employees who are studying in schools and colleges gets school bus facility so that they can reach to their Destination properly. At the area level the Ist phase Inter Sub Areas welfare fortnightly competitions are held. The IInd phase inspection is conducted by the welfare board. After the inspection the result is compiled and the prizes are distributed at a grand function which is graced by the Hon’ble Coal Minister.5) Areawise Union Representation (check off system every year) in the area welfare committee The criteria has been prepared by the welfare board. Every year based on the check off system figure and the manpower as on ¼ the calculations are worked out on the basis of the approved criteria for working out the union representation in the area welfare committee and approved by the competent authority and circulated to areas for nominations of members by the welfare board, for functioning of welfare committee.6) Community & Peripheral Development Programme Various developmental activities for the community residing in & around its various mining areas for the benefit of its employees, their wards, and the local populace are undertaken. They want that the time period forsanctioning special welfare facility should be reduced.- More than 70% of the employees agree that the welfare facilities are provided to them and they are availing special welfare facilities according to their need.- A neat, clean and peaceful environment of the organization helps in maintaining satisfaction and enthusiasm to perform work among the employees.- The employees of the Nagpur Area Office of WCL are highly satisfied with the routine welfare facilities which they are availing on a regular basis.- The routine welfare facilities are availed by each employee in the organization by simply filling an application, without any proof and the time required is also nominal.- The time required for sanctioning the special welfare facilities is 2-3 week.- The process of availing special welfare facility is very lengthy and hence it can be availed by following simple process.
