There's no point in wiring up the nation if even people who currently have broadband running past their door don't use it. How can we solve the digital divide in the UK?

The people who are the most excluded are: older people; disable people; and people from the most disadvantaged communities (such as the 10% most disadvantaged measured by the Indices of Multiple Deprivation).
