Health Promotion Fund act 2001     Establishing a health promotion fund to come from additional 2% of tobacco and alcohol levy (surcharge tax) An autonomous state agency for fund administration 2. The National Health Security act 2002 (UHI)   4 National Health Security Office to buy services from healthcare provider
