A proud history... a bright futureCounties Manukau DHB and Waitemata DHB establishedhealthAlliance (hA) in July 2000 to support the effectivedelivery of key business services for these two DHBs. InMarch 2011 the scope and ownership of hA was changedto incorporate all four Northern DHBs as owners, togetherwith Health Benefits Ltd.healthAlliance is now the regional business services agencyfor the four DHBs.The key service activities are:•Finance (transactional processing)•Procurement and Supply Chain•Information Services•Regional Internal Audit Services•Staff Service Centre – payroll processing and HRIM To deliver outstanding shared services that enable healthcare excellence for the Northern Region’s population.

Delivering SavingsSince inception healthAlliance has reducedthe transactional services costs for itsshareholders by almost 2% of their providerarm revenues - representing expenditureavoidance of approx $20 million per year. Definition of Shared ServiceCommon management practices that can be concentrated in a business oriented unitfocussed entirely on delivering the highest quality services at the lowest cost to internalcustomers. There is accountability in the organisation that is more effective that havingmultiple points of responsibility and varied management practices.In a Shared Services company a unique service provider / recipient relationship isestablished. Customers can specify what services and how much they need and can expectthose to be met. Providers can expect to have their performance evaluated objectively as aresult of having measurable criteria in place.Shared services should be staffed with some of the best and brightest people for thoseservices that are characterised as expertise of knowledge based as they must expect tobecome suppliers of choice. Shared service providers will become as good as the bestprofessional services firms that the organisation may have worked with in the past.As a result the Shared Services company must be able to perform at levels equal to or betterthan other service providers.
