Haselfrë is a niche, cutting edge, consulting organization (ISO 9001:2008 certified) that focuses on the problem
space of e‐Government (Central, State & local), and iGRC (Real Time Governance, New Generation Risks,
Conformance and Performance) for specific verticals in the public and private sector. Its strategic domain
knowledge of Government, Insurance and Financial Services verticals; use of inter‐disciplinary and outcome
based approaches in its engagements; and cutting‐edge frameworks such as the Sustainable Balanced Scorecard
(made operational through Lean Six Sigma methodologies) has been its USP. Examples include:
Crafting the first ever e‐Government Data elements dictionary and Thesaurus for the Government of
Andhra Pradesh as a prelude to the conceptualization, design and development of the
Inter‐operability layer for the State (named Unifië‐X) using which more than 100 services from several
Government Departments and Public utilities, were accessible through their Citizen friendly e‐Seva
centres. All these were done in 2003, when the standards in these fields were not frozen and the
hype about SOA had not even begun! (See the Government Order to this effect from the Government
of AP site). It may be mentioned, that replication of this effort throughout India, using the National
Institute of Smart Government has met with little success, even after 5 years of effort.
Governance & Compliance consulting for ING Insurance (Europe) for introduction of complex Variable
Annuity products in the developed markets of European Union using new and untested strategies
based on the Freedom of Services Act of EU. This involved working in close association with the
Executive Board and C‐Level executives from the time the strategy was drawn, assessing risks such as
‘Black Swan’ risks and ‘Principle based’ risks, for which there were no past precedence or data and
recommending practical steps for compliance and integrated governance
Haselfrë addresses the need of transparency, accountability, performance, effectiveness and efficiency through

Case study on PPP: Valley eco‐system with innovative
structuring and financing
The first integrated and sustainable urban water way eco‐system innovatively structured and funded
The Client
An urban local government entity
The Business Problem
The area faced severe flooding during the monsoon season and affected the competitiveness of the region for
major IT investments. Originally, the entity planned to upgrade the storm water drain systems (for which they did
not have adequate budget). When Haselfrë was asked to assist them craft the Information Memorandum and
Funding Dossier (IM &FD) for the same, it found that the problem was more than that of the storm water
drainage; rather it involved the entire water ways and related eco system covering storm water drains, sewage
lines, lakes and other water ways in the valleys (there were 4 major and 3 minor valleys). The problem had to be
redefined and the IM & FD had to be for the eco‐systems in the valleys. This meant higher outlays than envisaged
earlier and hence the need for highly innovative structuring and financing models.
The Solution
Haselfrë did just that; it used outcome based and inter‐disciplinary approaches to re‐design and remodel the
systems with the collaboration of multitude of organizations involve for the various components. An unique
aspects of the project was the extensive use of aerial photography, geographic information systems (GIS),
thematic grid maps and satellite imagery. The resulting IM & FD for each of the valleys was incorporated in the
CDP for JNNURM funding of Government of India.
The Outcomes
The funding for the valley Eco‐systems has been realized and work has commenced. It will create a sustainable
model for the preservation of the fragile urban valley eco‐system.

Case study: End – to – end consulting solution
The first e‐Government project for Grants Management System in the Government in India
The Client
A federal government body that governs the higher education sector in India with a workforce of around 1000
employees.
The Business Problem
The client had tried for the past five years to initiate eGovernance, but with little success. Finally, it decided to go
in for a total approach to the enterprise. They wanted an inter‐disciplinary approach covering all their
stakeholders, core processes, standards based approaches to architecture and choice of technology and
innovative mechanisms for structuring and financing the design, development, deployment and management of
the solution for the period of concession.
The Solution
Since it was a government body, Haselfrë was chosen amongst tough competition as per the government
procedures & norms for procurement. Haselfrë was asked to draft the strategy, project plan, solution architec‐
ture and estimation of cost for the end‐to‐end solution of eGovernance initiative. Our consultants designed a
unique strategy to collect the requirement of all the stakeholders of the organization, to identify the core process
for re‐engineering with best practices. Our consultants chose an outcome based approach and after 120 man
days of intense engagement with a broad range of stakeholders, crafted the requirements document containing:
Functional requirements and Technical specifications including Technical architecture and Road map of
the designing, implementation and managed service provisioning of the proposed system for a period of
concession;
General Instructions and Commercial Specifications; and
Legal and Operational Specifications including the Criteria for selection of the System Integrator and the
Service Level Agreements they would have to ensure for the chosen outcomes.

Case study: Change management intervention
The first large scale change intervention in power generation utility focused on co‐creation of policy response
The Client
A state government power generation utility with a workforce over 1000 employees, mostly
highly qualified engineers
The Business Problem
The drastic reforms ushered in by the Government of India in the early part of this century in the power sector,
caught many of the state utilities off guard. The reports of various consultants, each advising radical and
sometimes diametrically opposite action, left them confused. They also had limited time to respond with newly
appointed regulators on their back. They needed hand‐holding to tackle the immediate problem of having to
respond and the more serious one of crafting a sustainable policy response.
The Solution
Haselfrë held open ended workshops for different layers of management; each of the responses was
incorporated in the next round and covered every single power generation station and their employees (both
hydel and thermal). The resulting change intervention workshops achieved three objectives:
The staff felt elated they were being consulted and a team spirit slowly started evolving cutting across
different technical silos (such as electrical, mechanical, civil etc)
All the staff got to know the gist of the reforms and the content in the various reports; the fear of the
unknown was gone
Younger engineers got an opportunity to contribute with innovative ideas to tackle the issues, which was
also appreciated by the seniors and found a place in the final in‐house document
Above all, the utility crafted its own document (not just a response) but a whole new strategy for action.
The Outcomes
The organization implemented the change management strategy successfully that significantly increased the
power generation capacity and increased profit for the utility.

Case study: Interoperability framework & architecture

A state government entity in India.
The Business Problem
In connection with the overall IT architecture being evolved for the Government and the need to achieve
interoperability among various eGovernance applications, Government had recognized the need for establishing
data standards and a metadata framework for managing the data about data. In this context, the government
was looking for consulting companies to assists the Government for the following:
Provide a broad roadmap for integrating OLTP and certain critical databases for access across
Departments and citizens through multiple end‐user access equipment.
Identify the key requirements in terms of the functional, non‐functional and managerial requirements of
system infrastructure including the SLAs
Design a suitable business model for implementation of the infrastructure
Incorporate necessary eGovernance Standards
Draft the specifications including SLAs
Governance and compliance for the entire initiative
Advise on the bid process and provide necessary technical inputs for the bid process

The Solution
Haselfrë crafted a critical soft infrastructure for eGovernance that was standards based and architected to
separate the concerns of the front‐end access providers (typically from the private sector) and the back end
Government service providers. This allows multiple private sector access providers to offer the government
services with different business models and more importantly, allows the Departments the freedom to
implement their ideas in platforms and technologies of their choice and make them available to the citizens at a
time convenient to them.

Case study: Outcome based approach with Sustainable
Balanced Scorecard (SBSC)
The first e‐Government initiative to use BSC for Customer centric outcomes
The Client
A state government utility for power distribution with a workforce of over 700 employees
The Business Problem
The organization was facing major complaints from its customers (both industrial and home users) on service
availability, quality and employee behavior. It was the time of drastic reforms in India in the power sector, and
no one was sure where the competition would spring from. A new management had taken charge, and they
needed to communicate their strategies effectively and craft an ‘actionable road map’ centered around key at‐
tributes of customer satisfaction. In doing so, they wished to know clearly the linkages of their actions to other
perspectives such as finance, human resource, process, technology and the like.
The Solution
Haselfrë crafted the strategy map in consultation with the key stakeholders and the top‐management of the
utility and extended it to cover the different perspectives of the Balanced Scorecard. The entire exercise was
participatory, which generated enthusiasm and captured vital field knowledge from all levels in the company.
The focus on customer service resulted in arriving at the performance and conformance indicators around the
C‐SSS (Customer, Service and Supply Standard) good practice.

The outcome of this project is the use of C‐SSS framework for introducing efficiency and effectiveness in the

Case study: Policy of tourism department of a state
The first e‐Government initiative to use BSC for Customer centric outcomes
The Client
A state level department of tourism in the Southern region of India.
The Business Problem
The client recently wanted Haselfrë’s help in crafting a policy document for its tourism department which
enabled a holistic approach to increasing its global presence as a tourist destination. The client wanted Haselfrë’s
help in also enabling a realistic action plan to achieve its goals.
The Solution
Haselfrë used the sustainable balanced scorecard methodology framework for public institutions. Covering all
seven perspectives (fiduciary, customer, internal process, regulatory, people, sustainability, and partner),
Haselfrë was able to create a holistic policy document that started with the focus on the customer perspective.
From the policy document, independent actionable roadmaps were created to ensure that implementation.
The Outcomes
The state department had a clear policy document supplemented by workable projects that would yield results in
the short – term, medium term and long term. The actionable roadmap is expected to facilitate inflow of
investment of up to Rs. 20,000 crores in to the tourism infrastructure in Karnataka to be executed in PPP model.

Leadership
Dr Nadadur Janardhan is the founded Chairman of Haselfrë Solutions and the mentor for the GRC initiative. He
was the former advisor of the United Nations for International Trade facilitation, Electronic Commerce and
Governance for over 40 countries in Asia and the Pacific. Prior to that he was an Officer of Indian Administrative
Service for over 15 years where he crafted key governance policies and execution strategies for several large
projects. He was also the honorary advisor to the Government of Andhra Pradesh from 1996‐ 2000 for
strategizing on their e‐Governance initiatives.
He has been offered the UNESCO Chair by the Indira Gandhi National Open University (IGNOU) for governance in
the Education sector. He is also the IT Governance Advisor for the Indian Red Cross, Ministry of Health & Family
Welfare, Government of India. With inter‐disciplinary qualifications (Masters in Electronics and Doctoral degree
in Economics of micro‐level efficiencies) and experience that is so relevant to issues of integrated governance,
Dr. Janardhan believes in having the right team of people for the initiatives at hand to ensure outcomes and suc‐
cessful completion of the project.

Prof. S. Mohan Kumar is the Head (Banking, Financial services & Insurance). Prior to joining Haselfre, he was
Professor in the Finance Area of BFSI (Banking, Financial Services and Insurance) with ICICI sponsored financial
training and research institution IFMR, Chennai, India.
He was earlier the Chief Executive of Risk Capital and Technology Finance Corporation, New Delhi and has
considerable experience as General Manager of Project Finance with state level finance institutions (SIPCOT,
Chennai and GIIC, Ahmedabad). As Management Consultant with ASCI, Hyderabad he has handled consultancy
assignments of the Union Ministry of Finance, New Delhi. He is a B.Tech from IIT, Madras and MBA from
IIM, Ahmedabad.
Mr. Narasimhan (FCA) has two decades of professional experience in the field of assurance, process design,
internal audits, management accountancy and taxation. He has advised innumerable private sector companies on
crafting modern MIS systems for ensuring efficiency and effectiveness of their operations.
In the Government vertical, he was instrumental in helping APEDA reengineer their business process, and
re‐design their financial systems with appropriate internal controls. He also assisted McKinsey & Company on the
feasibility of a Value Added Network for the Government of Andhra Pradesh (which later became the eSeva
project).
He also advised the Government of Macau on the sustainability establishing EDI based collaborative network
involving many departments of the Government, banks and the private sector to improve their competitiveness.
