The level of knowledge and the capacity to get new knowledge is increasing. The training quality in Science and Technology fields has been improved. High education is growing step by step. University system, teaching and research methods are reforming. Many collaborative training programs are strengthening and developing.

A market planbegins with the identification (through market research) ofspecific customer needs and how the firm intends to fulfill them whilegenerating an acceptable level of return.”
    4. 4. “Evidence-based programs” refer to organized and typically multi-componentinterventions with clearly identified linkages between core components andexpected outcomes for an identified target population and establishednecessary organizational supports for implementation. Evidence-based out-of-school time programs can refer to a range of multi-component interventionsseeking to affect various outcomes, which have been experimentallyevaluated and deemed effective in meeting specified goals.
