  • 1. 1 Integrated Drought Management Programme (IDMP) A joint Programme of the World Meteorological Organization (WMO) and the Global Water Partnership (GWP) Frederik Pischke

Launch at the High-Level Meeting on National Drought Policies, March 2013 Over 414 participants from 87 countries Main Partners – UNCCD, FAO, WMO 1 Prime Minister address (Niger) UN SG (video message) 18 ministerial addresses (11 from Africa) 12 representatives of UN agencies and international and regional organizations (UNU, IFRC, IOM, CBD, WFP, IAEA, UNECA, JRC, ICARDA, GWP, ACMAD, ISDR) Final Declaration adopted – www.hmndp.org 2
  • 3. IDMP Approach 1. From reactive to proactive measures through drought mitigation, vulnerability reduction and preparedness; 2. To integrate the vertical planning and decision making processes at regional, national and community levels into a multi-stakeholder approach including key sectors, especially agriculture and energy; 3. To promote the evolution of the drought knowledge base and to establish a mechanism for sharing knowledge and providing services to stakeholders across sectors at all levels; 4. To build capacity of various stakeholders at different levels.

Expected Outcomes IDMP The IDMP aims to add value and close the gaps with regard to: •Better scientific understanding of, and inputs for, drought management; •Improved knowledge base, with better access to information and products; •Capacity for drought risk assessment, monitoring, prediction and early warning; •Improved policy and planning for drought preparedness and mitigation across sectors; and •Drought risk reduction and response.

Engaging Partners • High interest at the global level IDMP Advisory Committee attended by 15 organizations • Exchange of letters with interested Organizations and defining activities of cooperation using the IDMP as a platform. • On development of IDMP Help Desk, IDMP will engage Support Based Partners (SBP) to respond to Help Desk requests • Partners will focus on technical area of mutual interest

  • 9. Development of Tools - Tools and guidelines to support the integrated management of droughts - Currently development of National Drought Management Policy Guidelines - Case Studies, Early Warning Systems and Drought Indicators envisioned
  • 10. Demonstration projects - Innovative projects to support national and regional needs - First projects envisioned in South Asia on a Drought Early Warning System
  • 11. Responding to Regional and National Needs (1) - Support to regional IDMP in Central and Eastern Europe (IDMP CEE) - IDMP in Horn of Africa (IDMP HOA) and West Africa (IDMP WA) funding approved, currently hiring project manager - Designing aforementioned demonstration project in South Asia - Workshop in Central America on IDM followed by training on SPI
  • 12. Responding to Regional and National Needs (2) - Support to the Mexican National Programme against Drought (PRONACOSE) - Support work in the Mediterranean and in Latin America - Contribution to National Drought Management Policies Initiatives (NDMP) workshops with UNW-DPC, FAO, UNCCD, & WMO - Support to Drought Workshop in Turkey towards development of Turkish drought policy

Drought Help Desk - Modelled on APFM HelpDesk (www.floodmanagement.info) - Entry point to contact IDMP - Get existing information (Find) on Integrated Drought Management - Request support (Ask for help) on Integrated Drought Management - Connect to activities/ other initiatives - To be launched with first availability in late 2014 - Will be web based and respond to specific requests

Drought HelpDesk Find Resources - Drought Management Tools/ Guidelines - Training Material - Library - Discussion group using social media Ask for Help - Personal assitance for Drought Management (policies, laws, strategies, technical assistance) - Capacity building - A rapid guidance to the tools of the Help Yourself section Connect: - Link to IDMP activities - Connect with other organizations
