openparlamento partecipation and transparency projects in Italy

e-partecipation (it-2004) • tiny possibilities for e-partecipation • strong ties to political agenda, highly volatile • lack of information on political data

step 1: the information • no institutional/public directory of accessible and reliable data regarding politicians • who they are • what they do/say • their public charges/interests

what to do? • our brilliant idea: • data mining, re-organization, re- publication • veriﬁcation and update through crowd- sourcing

openpolis.it (2006) • data on all politicians in Italy: national, regional, local level • anagraphical: name, place and date of birth • charges: institutional, political and other • declarations: an historical repository • axis: thematic and territorial

openpolis: numbers • 150K politicians, from 8K comuni • 10K users • 3K unique visitors and 50 active users /day • 8K declarations, 1.5K user comments

openpolis: unexpected • many of the contributing users are interested in local issues • 20% of the users are politicians (blog)

step 2: through the glass • parliamentary activities data are obscure • there is no single repository • it is difﬁcult, for the want-to-be-informed citizen, to read the data and grasp the meaning

openparlamento.it • data mining, re-organization, re-pubblication • scope: monitoring parliamentary activities • users can partecipate with comments, descriptions, votes • axis: bills, votes, politicians, subjects (tags)

reactions • the Civic Observatory on Parliamentary Activity. • the Open Chambers Report: presented to the press in July 2009. • mostly angry reactions from politicians • positive feedback from the media and the public

editorial activities • tagging (subjects) • re-titling • blogging • key-votes

monitoring • personal monitoring section with latest news, RSS, e-mail notiﬁcations • free: up to 5 bills • premium users: 10 bills and 3 subjects • ad hoc: no limits

future steps • more data: expenses, economic interests, judicial position • local instances (regions and big cities) • lobbying tools for everyone • social networking tools to increase citizens feedback to politicians (carefully)
