  • 1. The Guide to Basic Parliamentary Procedure Presented by Anna Nguyen, FCCLA Washington State Director of Parliamentary Procedure and Finance 2009-2010
  • 2. What is Parliamentary Procedure? <ul><li>Body of rules used to conduct an effective and organized meeting. </li></ul><ul><li>Used by self-governing organizations to make decisions </li></ul><ul><li>Represent the majority as well as the minority </li></ul>
  • 3. Basic Parli Vocab <ul><li>Agenda - a predetermined sequence of items to be covered at a meeting. </li></ul><ul><li>Adopt -to accept or approve a motion. </li></ul><ul><li>Amendment - a motion that proposes a change to the pending motion. </li></ul><ul><li>Business - an item of matter of brought up at a meeting in the form of a motion. </li></ul><ul><li>Bylaws - highest body of rules of an organization. </li></ul><ul><li>Commit - to refer to a committee </li></ul><ul><li>Main motion -a motion that brings business to the assembly and is made when no other business is pending. </li></ul><ul><li>Debate -a dicussion of the motion to determine whether or </li></ul>
  • 4. <ul><li>Majority vote - more than half of votes cast </li></ul><ul><li>Minutes - written record of the proceedings. </li></ul><ul><li>Adjourn - close the meeting </li></ul><ul><li>Germane - relevant or relating to the topic being discussed. </li></ul><ul><li>Second - agreement that a motion be considered </li></ul><ul><li>Quorum - number of voting members that must be present in order to legally transact business. </li></ul>

Motions, Amendments, and Voting… Oh my! <ul><li>The form of a motion: </li></ul><ul><li>“ I move to…” </li></ul><ul><li>“ I move that…” </li></ul><ul><li>Ex. “ I move that the Ingraham FCCLA chapter have an ice cream social .” </li></ul><ul><li>Ways to amend a motion: </li></ul><ul><li>-Adding on </li></ul><ul><li>-Strike out </li></ul><ul><li>-Striking out and inserting </li></ul><ul><li>-Substituting </li></ul><ul><li>Ex. “ I move to amend the motion by adding on “on June 3 rd ”. ( Adding on) </li></ul>
  • 6. <ul><li>Ex. “I move to amend the previous amendment by striking out “3 rd ” and inserting “10 th ”. (Striking out and inserting) </li></ul><ul><li>Types of voting: </li></ul><ul><li>-Voice vote </li></ul><ul><li>-Roll Call vote </li></ul><ul><li>-Ballot vote </li></ul><ul><li>-General consent </li></ul><ul><li>-Standing vote </li></ul>
  • 7. Minutes <ul><li>Minutes are the written records of the proceedings in a meeting. They are a record of what is done (motion is passed, sent to a committee, etc.) and not what was said by the members (details of debate). </li></ul><ul><li>The minutes of a meeting are recorded by the secretary. </li></ul>
