The project proposal suggests the establishment of a cooperation and partnership project between the International Institute for Industrial Environmental Economics (IIIEE) at Lund University, Sweden and a number of Moldovan governmental, academic and private organisations. The main scope of this proposed partnership shall entail capacity building in the area of sustainable energy supply and consumption in the Republic of Moldova.

Objectives (I) <ul><li>Increased awareness , capacity and knowledge among the Moldovan project partners in: </li></ul><ul><ul><li>financing investments for moving towards sustainable energy systems (e.g. through, EU programmes, earmarking of environmental taxes, flexible mechanisms under the Kyoto Protocol, etc.). </li></ul></ul><ul><ul><li>environmental economics , including environmental and health valuation, cost-benefit analysis, pricing of energy and transportation; </li></ul></ul><ul><ul><li>instruments for the promotion of sustainable energy systems (including market-based instruments, command-and-control approaches, informative instruments, etc.); </li></ul></ul><ul><ul><li>policy evaluation, policy enforcement and the selection of policy instruments and strategies that are suitable and enforceable in a Moldovan context . </li></ul></ul>

Objectives (II) <ul><li>Increased capacity and knowledge on the potential of bioenergy systems in Moldova for: </li></ul><ul><li>stimulating entrepreneurship and rural economic development; </li></ul><ul><li>job creation , reducing poverty, particularly in rural areas; </li></ul><ul><li>reducing negative health and environmental impacts from current energy use patterns from current energy use patterns in rural areas; </li></ul><ul><li>reducing energy import dependency & increasing energy security; </li></ul>

Objectives (III) <ul><li>Energy efficiency measures in the building sector for: </li></ul><ul><li>reducing public spending for subsidizing energy services; </li></ul><ul><li>reducing private spending for the provision of energy services; </li></ul><ul><li>reducing negative health and environmental impacts from current energy use patterns in the building sector; </li></ul>
  8. 8. Budget <ul><li>The project partners seek for financial support from SIDA in the area of “reduced vulnerability in the field of energy”. </li></ul><ul><li>The proposal seeks funding for SEK 3 950 000 (ca. 420 000 Euro) for the suggested initial project phase (2008–2010/11). </li></ul>

Project deliverables and outcomes <ul><li>Workshops , study exercises , and project reports on : </li></ul><ul><li>Sharing knowledge on Swedish experiences with sustainable energy systems </li></ul><ul><li>Policies for sustainable energy supply and consumption </li></ul><ul><li>Bioenergy for rural development </li></ul><ul><li>Sustainable / energy-efficient buildings </li></ul>

Follow-up project phase <ul><li>Identifying of needs and potentials for a follow-up project phase , including </li></ul><ul><ul><li>identification of needs for additional capacity building; </li></ul></ul><ul><ul><li>identification of needs for further outreach to national, regional, and local actors in Moldova; </li></ul></ul><ul><ul><li>preparation and realization of pilot projects . </li></ul></ul><ul><li>Long-term objectives: </li></ul><ul><ul><li>the establishment of partnerships between Moldovan and Swedish suppliers of sustainable energy technologies and services </li></ul></ul><ul><ul><li>involving Swedish companies during the preparation of feasibility studies within the study exercises. </li></ul></ul>
