      • building of institutional capacity and availability of skilled and committed individuals for reaching social, economic and environmental sustainability in the energy sector in Moldova

      • reduce the negative impact of current energy use patterns on health and the environment

      • energy efficiency at the stages of production, distribution, and end-use to reduce energy consumption,

      • contribute to increased security of supply
    5. Objectives (I)
      • Increased awareness , capacity and knowledge among the Moldovan project partners in:
        • financing investments for moving towards sustainable energy systems (e.g. through, EU programmes, earmarking of environmental taxes, flexible mechanisms under the Kyoto Protocol, etc.).
        • environmental economics , including environmental and health valuation, cost-benefit analysis, pricing of energy and transportation;
        • instruments for the promotion of sustainable energy systems (including market-based instruments, command-and-control approaches, informative instruments, etc.);
        • policy evaluation, policy enforcement and the selection of policy instruments and strategies that are suitable and enforceable in a Moldovan context .
    6. Objectives (II)
      • Increased capacity and knowledge on the potential of bioenergy systems in Moldova for:
      • stimulating entrepreneurship and rural economic development;
      • job creation , reducing poverty, particularly in rural areas;
      • reducing negative health and environmental impacts from current energy use patterns from current energy use patterns in rural areas;
      • reducing energy import dependency & increasing energy security;
    7. Objectives (III)
      • Energy efficiency measures in the building sector for:
      • reducing public spending for subsidizing energy services;
      • reducing private spending for the provision of energy services;
      • reducing negative health and environmental impacts from current energy use patterns in the building sector;
    8. Budget
      • The project partners seek for financial support from SIDA in the area of “reduced vulnerability in the field of energy”.
      • The proposal seeks funding for SEK 3 950 000 (ca. 420 000 Euro) for the suggested initial project phase (2008–2010/11).
    9. Project deliverables and outcomes
      • Workshops , study exercises , and project reports on :
      • Sharing knowledge on Swedish experiences with sustainable energy systems
      • Policies for sustainable energy supply and consumption
      • Bioenergy for rural development
      • Sustainable / energy-efficient buildings
    10. Follow-up project phase
      • Identifying of needs and potentials for a follow-up project phase , including
        • identification of needs for additional capacity building;
        • identification of needs for further outreach to national, regional, and local actors in Moldova;
        • preparation and realization of pilot projects .
      • Long-term objectives:
        • the establishment of partnerships between Moldovan and Swedish suppliers of sustainable energy technologies and services
        • involving Swedish companies during the preparation of feasibility studies within the study exercises.
