A Program Management Unit, under the administrative control of P&D Board, has been established to manage the program activities. A high level Program Steering Committee (PSC) has been established for over all guidance, coordination and monitoring implementation of reform activities under Punjab Resource Management Program (PRMP). PSC is headed by the Chief Secretary, Punjab and comprises the Chairman, P&D Board, Additional Chief Secretary, Senior Member, Board of Revenue, Secretaries of Finance, Excise and Taxation and Planning & Development departments. In addition, three eminent persons from civil society are also members of the Committee. DETAILED TASKS WORK UNDERTAKEN THAT BEST ILLUSTRATES CAPABILITY ASSIGNED TO HANDLE THE TASKS ASSIGNED I have been involved in a number of donor funded projects like World Bank, Asian Development Bank, DFID-UK, GTZ etc providing services as a Team Member while employed by different Consulting Firms on a number of projects additionally looking after the affairs of various projects simultaneously. Punjab Resource Management Program –ADB Assistant Director (Private Sector Development) Working on ADB project as Assistant Director and entrusted to one its core policy areas i.e Private Sector Development. Look after the activities to be carried out under the private sector development component. My current responsibilities are as under: • Focal person for overall PPP framework of Punjab. • Conducting management review & financial viability analysis study of various public sector organizations initiated by PRMP. • Written couple of chapters on the development of Public Private Partnership policy for the province of Punjab. • Reviewed and provided input for the development of PPP Law for Punjab. • Prepared PC-I for the establishment of PPP Cell in the Planning & Development Department Punjab. • Developed job descriptions, framework of the PPP cell, organogram, standard operating procedures and guidelines for the entire cell including budget of the PPP Cell. • Held meetings with private stakeholders to know the constraints faced by them and the facilities they want from government of Punjab and further submit recommendations. • Coordinate with various governmental departments to write concept papers on developing PPP projects. • Coordinate with ADB mission, hold meetings and provide evidences for the completion of the assignments under Policy matrix and action plan. • Focal person for coordinating and implementing result framework for Punjab. S.M.Naeem Shahid Pakistan Air Force (Aircraft Manufacturing Company - Pakistan Aeronautical Complex Kamra) Deputy Director Budget & Accounts (JF-17) Appointed by Pakistan Airforce as Deputy Director Budget & Accounts for the JF-17 Project for the manufacturing of JF-17 thunder aircrafts a joint venture of Pakistan & China. I was responsible for the preparation of budget for the project, its approval from the competent authorities and liaison with Military Accounts department, auditor general of Pakistan and other allied departments. Coordination with Chinese officials on various aspects of the projects, preparation of accounts and presentation to the Managing Director of Aircraft manufacturing Factory. Chief Financial Officer / Financial Management Consultant 2003-2006 While in the employment with Arcadis looked after the financial and administrative matters of Arcadis group in Pakistan and as CFO was responsible for the financial, accounting, taxation, budgeting, corporate matters of the company including all the financial activities carried out on the projects including hiring of staff on the projects, training of the staff, project financial matters, procurements of goods, reporting to head office and client, develop invoicing procedure to the client, budgeting, preparation of final accounts and audits etc. PIFRA - Project to improve financial reporting and Auditing of GOP - World Bank funded Associate Consultant 2004-2005 Change Management & Human Resource Management components of PIFRA project were completed by ARCADIS BMB-The Netherlands. PIFRA is a project of MOF funded by World Bank aimed to implement International Public Sector Accounting Standards (IPSAS) and International Auditing Standards in the Offices of Auditor General of Pakistan and Controller General of Accounts and the transformation of the financial accounting system of Federal and four provincial governments on SAP. Assisted the consultant in reviewing and analyzing the existing accounting, financial, reporting etc setup of the client and further preparation and submission of the deliverables to the client. Institutional Reforms of Sindh Irrigation & Drainage Authority-World Bank Associate Consultant 2005-2006 ARCADIS BMB-The Netherlands led this project. The consultants were responsible for project management and providing all technical inputs for the study on the legal, institutional, financial, sociological and engineering aspects of establishing the pilot Area Water Board (AWB) and Farmer Organizations (FOs). Assisted the consultant in various aspects of developing financial and accounting modules including reporting formats, budgeting systems, collection of revenues and its disbursements etc.

S.M.Naeem Shahid Sindh Onfarm Water Management Project-World Bank Associate Consultant The project development objective is that farmers in the project area better manage and increase Agricultural productivity supported by improved Irrigation infrastructure and service delivery. This objective would be achieved by: (a) improving water management, including the reliability, efficiency and equity of irrigation water distribution; (b) supporting agricultural productivity enhancement measures to complement and enhance the benefits of improved water management; and ( c) enhancing long-term financial sustainability of the irrigation system by fostering self-sustaining farmer organizations (FOs) at the watercourse and distributary canal levels, which is a key element of the decentralized and financially sustainable institutional apparatus, GO Sindh is endeavoring to establish. Pakistan Family Protection Project-DFID-UK- CNTR 3405 Financial / Accounting Specialist 2004-2006 Performed and managed all the project financial and accounting activities on behalf of the consultants including monthly report to the client and the consultants. Was also being charged to the client for the financial services performed for the project. Keeping proper record of the transactions made, disbursements, invoicing to the client, liaison with the audit team of DFID officials etc. Project Coordinator- Project Management, Cost Consultancy, Facilities Consultancy & Move Management of the Establishment of CISCO office in Islamabad-2005. AHY plc UK Review the requirements of CISCO, allocated budget in this regard and further providing solution for the establishment of the CISCO office is Islamabad. Arrangement of contractor, allotment of work after prior approval from the client. Coordination with the relevant specialist in UK to finalize the procurement and installation of various items and submission of the reports weekly and monthly. Provide a financial report showing actual expenditures set against the approved budget. If any costs are likely to be exceeded highlight this to the Client and request approval before proceeding. All financial reporting needed to be undertaken using the approved Cisco format. Second Flood Protection Sector Project (Package B) Asian Development Bank Financial Management Specialist: 2003 Worked as financial management consultant on Asian Development Financed Project Second Flood protection Sector Project a consortium of Halcrow group, Arcadis Euroconsult, National Development Consultant, Euroconsult Pakistan, DHI & ECIL. This project is an extension of the Flood Protection Project (FPSP-I), Its design is based on the Project Preparation Study, April 1997. Major improvements incorporated in the design of the second project include the adoption of an integrated approach to river management, arrangements to examine alternative designs of flood protection works and the participation of

The project will also start to address the following problems that were identified during the Project’s preparation as inhibiting the development of an effective national flood protection system and inadequate capacity for strategic planning; lack of coordination between Government agencies in the sector; unsatisfactory monitoring of flood protection work; and, the low level of operation and maintenance. Capacity Building of Project Staff on Project Accounting & Financial Management- April –May 2006 Training sessions were held to enhance the project financial management capabilities of the project staff working on different projects of different consulting companies including Euroconsult Pakistan in Lahore in 2006. The staff of the client also participated in the training sessions. I was entrusted to deliver on the project financial management which included development of computerized softwares for book keeping of the project financial data, conversion of single entry system to double entry system of the existing projects, project norms tax matters, reporting requirements, disbursements, invoicing preparation and preparation of miscellaneous financial statements as per contract agreement etc and discussions on the problem faced by the staff on the ongoing projects. These sessions continue for 2 months once in a week. Pakistan Private Sector Groundwater Development Project – World Bank Finance Officer: Dec 2000 to Jan 2003 Worked on World Bank Funded Project Pakistan Private Sector Groundwater Development Project a consortium of Arcadis Euroconsult, Halcrow Group, NESPAK, NDC and Euroconsult Pakistan and the project was executed by Irrigation & Power department Govt of Punjab. Responsible for maintaining project financial and accounting records, disbursements, budgeting, training of the PMU staff, training of the field staff Responsible for all the financial and accounting activities of the project. Maintenance of books of accounts, salary preparation and its disbursements, imprests to field offices and subsequently its verification, miscellaneous disbursements, maintain inventory record procured, procurement of the goods, invoicing to the client in local and foreign currencies and its recoveries and distribution of fees to consortium, tax deduction and further payment to govt. treasury, coordination with irrigation and power department to resolve different outstanding matters and payment of invoices submitted. Project was successfully completed and handed over all the project record to the leading company. Development of Feasibility Report for the establishment of construction company in Pakistan for Masloon General Construction Company LLC- Sharjah (UAE) Prepared detailed business plan and feasibility report for the establishment of construction company in Pakistan for Masloon General Construction LLC based in Sharjah-UAE.
