    43. Traffic Congestion Costs . According to the Texas Transportation Institute’s (TTI) Annual Mobility Report, 2006, which tracks the costs of traffic immobility in 68 urban areas, estimates of the wasted time and gas, being paid by drivers stuck in today’s traffic jams, is around US$72 billion a year or about US$755 annually per driver. . Startling figures come from The American Highway Users Alliance that focused on standing up for a traffic-weary public – “a public has lost patience with 3.5 billion hours of wasted time, 5.7 billion gallons of wasted fuel, and nearly 43,000 annual roadway fatalities”. . . The 2007 Texas Transportation Institute’s Annual Mobility report, now says that congestion creates $78 billion annual drain to the US economy, which is made up of lost hours and 2.9 billion gallons of wasted fuel = 105 million weeks of vacation and equal to 58 fully laden supertankers. . . All these statistics were done before the price of oil hit US$140.00 per barrel and average gas being $4.10 per gallon; on the 14th July 2008 the selling price in Ontario was CDN$1.36 per liter. And, these price estimates do not include the health costs breathing in the concentrated traffic congestion pollution, for either the motorists, or the residential neighbourhoods, and the impact of increased health costs the traffic congestion concentrated pollutants cause in by the sick, elderly and young; so today, the costs to the consumer / government is much worse.     44. Dynamic Road Markings . Dynamic Road Markings (DRM), Safely Reducing Traffic Gridlock, yet Still Ensuring Highway Safety. Many countries are looking at this as a possible way forward in preventing gridlock. The Highways Authority in the Netherlands has successfully used DRM hard shoulder running since 1999 and Germany since 1999 – 2000 . . There are two basic scenarios to maximizing road rush hour use; . A. Needs to be researched: Temporary Creating Narrower Extra Lane/s for Rush Hour Traffic Use, would Enable the Maximum Temporary Extra Road Capacity: To create the most capacity, within the same infrastructure, would require narrower temporary extra lanes during peak traffic times. Here LEDlineSunDVTM would provide the Dynamic Road Markings rush hour variable lane guidance system. During rush hours, when traffic speeds are reduced by traffic congestion to < 30kh (20mph or less), the system would be switch on and motorists would follow the narrower lit guidance lanes, in preference to the painted lane markings. If successful it would allow the most increase in capacity for the most roads. . B. To use the hard shoulders of the freeways, either sides, or only the outside hard shoulder lane. .     45. Hard Shoulder Use . There are Two Scenarios Here; . A. To use the emergency lane hard shoulders on both sides of the road , to expand highway capacity. . B. To use just the fast lane emergency hard shoulder . . A. Whilst the outside hard shoulder is relatively easy to use, with a combination of overhead signs and in-pavement lighting, (see option B), the inside hard should has both the exits and entrances to the freeway to cope with, as well as allowing motorists to run through the intersection. Here there would need to be both overhead signs and dynamic markings, which could to provide the necessary guidance, change and move to the right configuration when needed. The Highways Authority in the Netherlands has successfully used hard shoulder running since 1999 and Germany since 1999 – 2000. The UK which has hard shoulders only on the inside of their motorways, are interested in this area to expand their road capacity and are beginning to conduct research. . . B. The easiest and least controversial capacity expansion also provides for the least highway capacity expansion. Provided the inside emergency lane is always available and kept open for emergency and distressed vehicles and the outside hard shoulder lane can easily be used and if necessary retrieved for emergency use. .     53. Alaska Airline Chief Pilot Assessment of the Anchorage International LEDline® Installation. The feedback from the Pilots and Ramp Crews has been very positive. The lights are bright and highly visible in all weather conditions. Marshalers (ramp crew) credit the system with making the job of aligning the jet with the jet bridge much easier since the pilots can see the J-line with greater ease. I recommend installing LEDline® at all our gates. Clearly the LEDline® would have other Airport applications that could increase Situational awareness and enhance safety during both ground and flight operations.
