Defining Economic Development• Economic development is a process by which wealth is created, retained and reinvested while improving the quality of life.• The measure of economic development success is an increase in per capita income – Not just jobs• Increases in earnings come from increases in productivity• Productivity means = Value added per hour worked

Getting to know your economic development resources Volunteer Task Forces• Infrastructure & Development – Responsible for the Johnson County product and place – Missouri Certified Site Subcommittee• Business Development – Responsible for Primary Employer Business Retention, Expansion and Attraction• Innovation and Entrepreneurship – Responsible for the innovation support system and the creation of an entrepreneurial community including retail development• Partnership – Responsible for investor relations and communication

Getting to know your economic development resources Other Committees• Micro Loan Committee – Responsible for the delivery of the county-wide/communities Micro Loan Program• Industrial Development Authority of Johnson County (IDA) – A political subdivision with a separate board which is formed in order to issue revenue bonds to provide financing for commercial and industrial development projects – Any Johnson County municipality can utilize the IDA as needed

Getting to know your economic development resources• JCEDC is only able to accomplish an extensive program of work because of the partnerships, talent and expertise provided by the many volunteers representing cities, the county, business, education and development organizations across the region• Including the 15 Board of Directors, a network of 60 volunteers and investors are delivering the economic development program of work

Highlighted Goals, Objectives and Results to Date• Goal 1: Provide prompt, confidential, site selection and business assistance services to new and existing businesses for all of Johnson County and each Municipality – Objective 1: Support the work of the Business Development Task Force to develop and implement a coordinated Business Retention and Expansion Program utilizing Synchronist • Strategy 1.1.C: Business Development Task Force will complete 15 visits with selected employers – Results: Business Development Task Force has completed 5 Visits, 5 are scheduled for the remaining portion of July and 5 are scheduled for August or later

Highlighted Goals, Objectives and Results to Date– Goal 1 - Objective 1: Support the work of the Business Development Task Force to develop and implement a coordinated Business Retention and Expansion Program utilizing Synchronist • Strategy 1.1.G: Aggressively assist in the retention or expansion of existing primary or larger employers – Results: 6 active clients

Highlighted Goals, Objectives and Results to Date– Goal 1 - Objective 2: Support the work of the Innovation & Entrepreneurship Task Force to focus on strategies which encourage innovation, nurture and grow entrepreneurs to include retail development and recruitment • Strategy 1.2.C: Ramp up Retail Development/Attraction Efforts – Results: Through a partnership with the Innovation & Entrepreneurship Task Force and the University of Central Missouri, a detail analysis of Warrensburg’s retail gap was completed – Results: Maintaining International Council of Shopping Center (ICSC) membership, two representatives represented Warrensburg at the Omaha ICSC show in February and the Task Force will send representatives to the Chicago ICSC show in October for the purpose of retail development/recruitment

Highlighted Goals, Objectives and Results to Date– Goal 1 - Objective 2: Support the work of the Innovation & Entrepreneurship Task Force to focus on strategies which encourage innovation, nurture and grow entrepreneurs to include retail development and recruitment • Strategy 1.2.D: Work with all partners/developers to assemble, maintain, package, and distribute the most current Retail Development/Recruitment marketing materials – Results: Currently packaging and will be distributing a Warrensburg Retail Marketing Campaign leading to the International Council of Shopping Center (ICSC) show in October – Results: Most of the 24 available buildings featured on the JCEDC website are available retail/commercial lease spaces in Warrensburg

Highlighted Goals, Objectives and Results to Date– Goal 1 - Objective 3: Work with all potential partners to provide prompt, coordinated, confidential business resources and one-on-one technical assistance to entrepreneurs engaged in starting, retaining or growing a small business – retail, service, small, large, primary, storefront and home-based • Strategy 1.3.C: Work with all partners to provide startup assistance and tools for long- term success to 10 new client representing new business concern ― Results: Providing assistance to 3 new clients representing a startup during the first half of 2012

Highlighted Goals, Objectives and Results to Date– Goal 1 - Objective 3: Work with all potential partners to provide prompt, coordinated, confidential business resources and one-on-one technical assistance to entrepreneurs engaged in starting, retaining or growing a small business – retail, service, small, large, primary, storefront and home-based • Strategy 1.3.D: Work with all partners to provide retention and expansion assistance and tools for long-term success to 25 clients representing an existing business concern ― Results: Providing assistance to 10 clients representing an existing enterprise during the first half of 2012

Highlighted Goals, Objectives and Results to Date– Goal 1 - Objective 4: Work with all potential partners to market the Micro Loan Program and provide prompt and streamlined financing and incentive services for all starting, retaining or growing businesses • Strategy 1.4.A: Work with all financial partners to market and provide details regarding the Micro Loan Program for every 10 application form out = 1 application back ― Results: Distributed 10 loan applications, received 1 partially completed application

Highlighted Goals, Objectives and Results to Date• Goal 2: Market the county and its communities as a premier location with a successful business climate – Objective 1: Continue to maintain the JCEDC website (http://www.growjocomo.com) as a first- class web presence to include, but not limited to: • Most current information on available sites, buildings, retail/commercial space, locality and ESRI data for Johnson County and each community • Business Start-up Assistance Center • Financing Tools, Incentives and Corporate Tax information • Social Media Links • Public Calendar • Warrensburg Retail Growth Report

Highlighted Goals, Objectives and Results to Date• Goal 2: Market the county and its communities as a premier location with a successful business climate (non-retail) – Objective 2: Through the regional marketing cooperative CMEDA - fill the “pipeline” with 25 leads, of these generate 5 prospects specifically for the county/municipalities, of these generate 2 “fact finding” visits resulting in 1 new investment • Results: CMEDA has processed 14 leads during the 1st half of 2012, this resulted in 0 eligible for follow-up and 0 known visits to date

Highlighted Goals, Objectives and Results to Date• Goal 3: Build an efficient and productive JCEDC organization in partnership with stakeholders ― Objective 2: Strive for open and transparent communications and to be accountable to its partners, investors and stakeholders while respecting the confidentiality of the business location client • Strategy 3.2.D: Continue to develop partnerships and increase private investors to the JCEDC operating budget ― Results: Percent of private investment as a part of the JCEDC operating budget has remained steady

Highlighted Goals, Objectives and Results to Date• Goal 4: Lead efforts in coordination with the Cities and County to develop and implement a product development, continuous improve- ment plan and public policy agenda to enhance the competitiveness as a business location ― Objective 1: Continue to mobilize the expertise of the Infrastructure and Development Task Force (IDTF) to focus on infrastructure and product improvement • Strategy 4.1.A: IDTF will coordinate with partners and stakeholders, organize and implement the Johnson County Innovation District corridor study ― Results: JCEDC staff and IDTF wrote the application and has been awarded an EDA grant request for Technical Assistance in the amount of $110,400

Highlighted Goals, Objectives and Results to Date• Goal 4: Lead efforts in coordination with the Cities and County to develop and implement a product development, continuous improve- ment plan and public policy agenda to enhance the competitiveness as a business location ― Objective 2: Facilitate cooperation and assist the county, communities and University of Central Missouri in their local development efforts • Strategy 4.2.E: Lead incentive negotiation, monitoring services and follow up in cooperation with the local agencies for large primary employer projects – expansion or attraction projects • Results: Provided amendment considerations and currently providing monitoring services for the Chapter 100 Economic Development Agreement with the City of Warrensburg and EnerSys Energy Products Inc.

Highlighted Goals, Objectives and Results to Date• Goal 4-Objective 2: Facilitate cooperation and assist the county, communities and University of Central Missouri in their local development efforts • Strategy 4.2.J: Be the applicant and administrator for the University of Central Missouri’s Innovation Campus through Community Development Block Grant (CDBG) and the Missouri Department of Economic Development • Results: Working with UCM faculty and staff, JCEDC packaged and submitted a CDBG application in the amount of $1 million prior to the May 15 deadline. Currently waiting for notice of funding approval expected in July
