I'm thinking that Web 2.0 doesn't just 'impact' informal learning, it created the possibility for informal learning to become the standard. At home and in the workplace, if not in education. At work, we need information and knowledge when we need it, not when someone wants to put on a workshop. Not sure about PLE vs PKM, except I think PLE is jargon that will disappear. Who talks like that? ;)
