5. How was it formed ? In December 2007, the Higher Education Funding Council for Wales (HEFCW) allocated funding to support and encourage Welsh institutions in taking up the opportunities provided by technology and to meet the objectives of the HEFCW ‘Enhancing Learning and Teaching through Technology: a Strategy for Higher Education in Wales’.
