    • Security Council Rules of Procedure
    • - English + translation - Dress Code- formal (must wear tie, no jeans!, leather shoes, business attire) - “Honourable Chair, Honourable Council” - No side talks! - No eating
    • CHAPTER V: Article 28 The Security Council shall be so organized as to be able to function continuously. Each member of the Security Council shall for this purpose be represented at all times at the seat of the Organization.

    • Quorum - 9 Delegations present
    • Roll Call - Present, Present and Voting - Send a note if late
    • Adopting the Agenda - Amendments to change agenda
    • Opening Speeches - Stance in the situation - Give/Waive/Postpone
    • Formal Debate - the CONFERENCE! - Speakers list- debate ends when there are no names
    • Informal Debate - Raise placard to speak - Ends when time elapses - No placards > move to formal debate
    • Caucus - No ROP’s are applied - Ends when time elapses - A member must be present
    • Quorum Roll Call Adopting the Agenda Opening Speeches Informal Debate Formal Debate Caucus

    • Points Point of Personal Privilege - e.g: repeat last statement, raise the AC, lower voice - Raised at anytime, except opening speeches
    • Points Point of Clarification - Clarifying anything in the ROP’s - Raised at anytime except while someone is speaking and during opening speeches
    • Points Point of Order - Used to raise motions - Raised between speeches and (in)formal debate
    • Motions Over-rule the Chair - Mistake in ROP’s - “based on what grounds” Speaker for and Speaker against
    • Motions Suspend the Meeting - Pausing debate for certain period of time - Time said and ends when elapses - To go to coffee/lunch break, next day - Roll Call after
    • Motions Adjourn the Meeting - Closing the debate for next year - Last day of the conference
    • Motions Closing the Debate - Moving from one agenda to another - Close the topic
    • CHAPTER V: Article 32 Any Member of the United Nations which is not a member of the Security Council or any state which is not a Member of the United Nations, if it is a party to a dispute under consideration by the Security Council, shall be invited to participate, without vote, in the discussion relating to the dispute.
    • Motions Voting Procedural - anything with procedural matters - yes or no - 9 to pass - observers do not vote!
    • CHAPTER V: Article 27 Decisions of the Security Council on procedural matters shall be made by an affirmative vote of nine members.
    • Motions Voting Substantive - anything with the substance we are discussing - yes or no or abstain - 5P’s vote no - it fails - 9 to pass - observers do not vote!
