Overview of URBACT II  European Territorial Cooperation programme 2007- 2013 jointly financed by ERDF and Member States – budget 69 M€ )  Main objective To promote Integrated & Sustainable Urban Development  Specific objectives • To facilitate exchange & learning among EU cities • To draw lessons and build knowledge • To disseminate good practices and lessons learnt • To support policy-makers and practitioners  THE networking programme for EU cities on urban issues

URBACT II – First achievements • 52 networks involving 450 cities across 27 MS + NO and CH • + 4000 local stakeholders involved • + 260 action plans produced (80% being implemented) • Capitalisation ok knowledge (e.g. Cities of Tomorrow: Action today) • Capacity-building › › › on integrated approach & participative action- planning - 27 national seminars for local urban policy-makers/ practitioners - 2 EU level Summer Universities - Pilot Training for Elected representatives • 9 Pilot networks being launched to test tools for U III

URBACT III Future Orientations Regulatory Framework  URBACT III according to the draft Regulations: Article 2 (3) b) ETC regulation « exchange of experience concerning the identification, transfer and dissemination of good practice on sustainable urban and rural development »  Increasing importance of Urban Policy in the period 2014-2020 with Article 7 of ERDF regulation:      5% national resource on integrated actions for sustainable urban development Integrated Territorial Investment (ITI) Urban Development Network (UDN) Community Local Led Development (CLLD) Innovative Urban Actions URBACT III Brussels Consultation 19th February 2014

URBACT III Future Orientations Thematic Concentration (2)  Thematic Coverage selected after consultation with the MS  70% of exchange and learning budget to be dedicated to 5 Thematic Objectives:  strengthening research, technological development and innovation (TO1)  supporting the shift towards a low-carbon economy in all sectors (TO4)  protecting the environment and promoting resource efficiency (T06)  promoting social inclusion and combating poverty (T09)  promoting employment and supporting labour mobility (T08)  The remaining 30% will be available for all other themes based on a bottom up approach URBACT III Brussels Consultation 19th February 2014

URBACT III Future Orientations Programme Objectives Four Programme Objectives (draft)     To improve the capacity of cities to manage sustainable urban policies in an integrated and participative way To improve the design of sustainable urban policies in cities To improve the implementation of sustainable urban policies in cities To ensure that practitioners and decision makers at all levels have access to knowledge and share know how on all aspects of sustainable urban policies URBACT III Brussels Consultation 19th February 2014

URBACT III Future Orientations Key Activities (1)* Strengthening Transnational Exchange through a menu of activities including:  Action planning networks – aims to foster the development of integrated strategies (LAP) for sustainable urban development building on participatory approaches  Transfer Networks - allowing EU cities to work together on the transfer of good practice in the field of sustainable urban development  Implementation Networks – will allow cities (in particular those using Article 7) to exchange on the key to successful implementation of sustainable urban strategies * All activities listed are subject to change as no MS approval yet URBACT III Brussels Consultation 19th February 2014

URBACT III Future Orientations Key Activities (2) Expanding the capacity-building activity on integrated and sustainable urban policies including:  Training and capacity building actions for practitioners, city managers, elected people and other stakeholders  Support for cities wishing to develop new approaches and organisational models URBACT III Brussels Consultation 19th February 2014

URBACT III Future Orientations Key Activities (3) Capitalising and Mainstreaming  Stronger dissemination of results with improved national level dissemination tools  Menu of dissemination events targeting different audiences  Focus on reaching cities not involved in URBACT projects  Types of actions include – events, knowledge management through thematic clustering, focus on social media, policy recommendations and thematic publications URBACT III Brussels Consultation 19th February 2014
