    • Some remarks about Swiss politics • Swiss Confederation: since 1848 (no war and no interrupt until today) • Federalism: 26 cantons and 2,600 municipalities (largely autonomus) • Subsidiarity: decentralised division of power, solve issues at the lowest possible level (every canton has its own constitution, laws, parliament and courts) • Direct Democracy: • Popular vote: three to four times a year (on federal, cantonal and minicipality level) • Popular initiative: right to propose an amendment or addition to the Constitution, needs 100,000 signatures within 18 month • Optional referendum: right to demand that any bill approved by parliament be put to a nationwide vote, needs 50,000 signatures within 100 days • Mandatory referendum: all constitutional amendments approved by parliament must be put to a nationwide vote. Voters are also required to approve Swiss membership of international organisations, such as the United Nations and the European Union. • “Magic Formula”: Executive power is in the hands of the seven-member government (Federal Council) made up of representatives of the four main parties (without interrupt since 1959), elected, by the Federal Assembly (National Council and Council of States) every four years at the beginning of a new legislature.OGD in Switzeland / OGD Camp 2011 / 21st October 2011 9
