  • Food Security in the contexts of General Water Security in Central Asia: What value added GWP can bring on Yusup Kamalov NGO “Union for Defense the Amudarya and Aral Sea”, Chair GWP CACENA Stockholm, Sweden August 18-19 2011 GWP CP Meeting 2011 “ GWP’s Strategy: Stay the Course or Change Direction?”
  • Central Asia
  • General Challenges for Water Security
    • Population growth, especially in urban areas
    • Conflicts around water resources
    • Increased Hydro capacity usage
    • Non-coordinated planning
    • Absence of coordinated financial mechanism at the regional level
    • Change in cropping patterns
    • Low world market prices for agricultural products
    • Lack of ecosystem approach and IWRM application
    • Overexploitation and pollution of water ecosystems
    • Climate change
  • POPULATION GROWTH Total from 18 million in 1950 to 78 million in 2050
  • URBAN RURAL
  • The problem of irrigated agriculture and its roots Irrigated Agriculture in Central Asia contributes 90% to Food security!
  • Main Canals poorly operated... and poorly maintained
  • Water Measurement Limited measurements no proper records
  • Water Users’ Associations Weak WUAs with low budget and capacities, lack of professionals
    • Room for improvements is high
    • High return on modernization investment by savings water, energy and thus money
    • Increase in revenue collection by providing water to majority of the farmers in the command area
    • Improved water delivery service to farmers, enabling them to increase their profit margin and enhance livelihood.
    Steps towards Food Security
  • How to improve profitability of irrigated agriculture
  • Example: Solutions in Uzbekistan – Changes in Crop Patterns 20 10 1990 Other crops 50 % Other crops 70 % (Wheat, vegetables, fruits) Cotton and rice 50 % Cotton and rice 30 % Water consumptive crops Less water consumptive crops
  • Total Water Intake in Uzbekistan 64 Billion m 3 1990 20 10 53 Billion m 3
  • Solutions in Uzbekistan – Investments into Water Sector
    • Rehabilitation of irrigation and drainage systems
Modernization of water infrastructure and pumping systems
  • ACTORS IN AGRICULTURAL WATER MANAGEMENT
  • What value added GWP can bring on (1) To support policy dialogues To support national IWRM plans (food security chapters in particular) To support capacity building programs; Knowledge dissemination (including IWRM ToolBox)
  • What value added GWP can bring on (2) To support capacity building programs; Knowledge dissemination (including IWRM ToolBox) To facilitate Partnerships, Alliances, Consultations, Joint activities coordination
    • Policy dialogue on food security
    • IWRM national planning in three countries (Kyrg, Taj, Uzb)
    • Capacity developments (trainings on how to increase efficiency of irrigated agriculture)
    • Knowledge dissemination.
    • Participation in joint pilot projects
    RECOMMENDATIONS FOR ACTIONS
