Problem• Ministry of Internal Affairs (MIA) – the basis of countries political system (“law enforcement body”)• Low on police adopted in 1993• Politicizing police (president’s order)• MIA system is only identified with the functions of police and security (service agency)• Departments implementing security functions are still under the ministry subordination• Extra expenditures• There are 16 departments under MIA control• There are no mechanisms for public control of the MIA (transparent buildings – non transparent system)
