The Integrated Master Plan and Integrated Master Schedule are homes for the Measures of Effectiveness (MOE), Measures of Performance (MOP), and Technical Performance Measures (TPM) for the program

Each measure is derived from the Systems Engineering processes guided by the Systems Engineering Management Plan (SEMP) and the decomposition of the program's technical architecture.

INCOSE Systems Engineering Handbook and ISO 15288 provide the framework for this decomposition.

The  elements  of  program  success  start  with  a  clear  and  concise  Concept  of   Opera7ons  (ConOps)  and  a  Statement  of  Work.   Key  Performance  Parameters  (KPPs)  are  “a  cri7cal  subset  of  the  performance   requirements  represen7ng  those  capabili7es  and  characteris7cs  so  significant  that   failure  to  meet  the  threshold  value  of  performance  can  be  cause  for  the  concept  or   system  selected  to  be  reevaluated  or  the  project  to  be  reassessed  or   terminated.”  (Taken  from  (INCOSE,  2005)  and  adapted  from  (DAU,  2001)).  The  Joint   Requirements  Oversight  Council  (JROC)  has  defined  six  mandatory  KPPs  (JROC,  2012).   For  the  purposes  of  this  study,  the  focus  was  on  the  Sustainment  &  Energy  KPPs,   from  which  the  weight  TPM  was  derived.   Measures  of  Effec3veness  (MOEs)  are  the  opera7onal  measures  of  success  that  are   closely  related  to  the  achievements  of  the  mission  or  opera7onal  objec7ves   evaluated  in  the  opera7onal  environment,  under  a  specific  set  of  condi7ons.   (INCOSE,  2005)     Measures  of  Performance  (MOPs)  are  measures  that  characterize  physical  or   func7onal  aXributes  rela7ng  to  the  system  opera7on,  measured  or  es7mated  under   specific  condi7ons.  (INCOSE,  2005)     Technical  Performance  Measures  (TPMs),  according  to  the  Defense  Acquisi7on   Guidebook  (DAG),  “are  a  subset  of  metrics  and  measures  that  evaluate  technical   progress  (i.e.,  product  maturity).  TPM  data  support  evidence-­‐based  decisions  at  key   knowledge  points  such  as  technical  reviews  and  audits  or  milestone  decisions.”  (DoD,   2013)   1
