  • 3. Strategic Vision The City of Cape Town is the Transport Authority, managing the activities and infrastructure related to the network in an integrated, cost effective way, for the benefit of all commuters across the City.
  • 4. TRANSPORT FOR CAPE TOWN City of Cape Town’s Transport Authority: Restructured Transport, Roads & Stormwater Directorate to establish TCT Constitution of TCT By-Law drafted & approved By-Law entrenches structure and functions
  • 5. Objectives for Transport 1 An efficient and viable relationship between land use, supporting infrastructure and TOD Strategy transport for the sustainable development of the City region 2 Integrated, intermodal, interoperable, responsive and car competitive public transport for “Public Transport Lifestyle” the benefit of the community 3 Economically viable transport system by balancing service provision with demand and Socially & Environmentally Equitable & Sustainable through transparent regulation 4 Services delivered in an accountable, investment oriented and performance driven Performance driven contracts manner, ensuring quality and unified standards 5 A costed, viable and financially accountable transport management system and network Congestion charge / Fuel levy / parking charges through exploiting all potential sources of funding 6 Consolidated and improved public transport law enforcement functions in the City so as Law enforcement for network security to facilitate safety and security on the public transportpersonal and related facilities for the benefit of all 7 Comprehensive communication and stakeholder management under the banner of TCT so Strong Brand and communication as to ensure responsible service delivery in partnership with all industry role players 8 A fully integrated, responsive and well maintained infrastructure network along with Well maintained infrastructure (all modes) related facilities, that is appropriately managed as the largest asset in the City To develop, maintain and extend the systems on the intermodal network so as to ensure Continuous system development 9 2013/11/21 functionality, ease of access and events management as they relate to the network 7

TRANSPORT FOR CAPE TOWN City of Cape Town’s Transport Authority: ONE NETWORK / ONE PLAN  Integrated Public Transport Network (IPTN) Address the mobility and access needs by ensuring integration of various modes by:  Network Plan of transport corridors – both road and rail  High level public transport operational plan  Implementation plan for public transport network

TRANSPORT FOR CAPE TOWN City of Cape Town’s Transport Authority: ONE CONTRACTING AUTHORITY Contracted public transport services / Subsidised Bus & Rail services • TCT is already the contracting authority for MyCiTi • TCT is the contracting authority for Dial-a-Ride • TCT has applied to National Ministers for assignment of the contracting authority function for subsidised bus services – Golden Arrow Bus Services

TRANSPORT FOR CAPE TOWN City of Cape Town’s Transport Authority: ONE CONTRACTING AUTHORITY Contracted public transport services / Subsidised Bus & Rail services • Working with PRASA on devolution of the rail function – subsidy & contracting authority function • Contracting authority for all land-based public transport.

TRANSPORT FOR CAPE TOWN City of Cape Town’s Transport Authority: ONE NETWORK / ONE PLAN / ONE MANAGEMENT SYSTEM Municipal Regulating Entity • Public Transport Regulation & Licensing currently a Provincial function • TCT has applied to National Ministers for assignment of the function • Operating Licence Strategy

TRANSPORT FOR CAPE TOWN •Sustainable Transport / Sustainable Development •TRANSIT ORIENTATED DEVELOPMENT (TOD) •TOD strategy guides higher density development to support transport infrastructure along key corridors. •A substantial number of trips in people’s trip chain must both start and end in the vicinity of public transport •Bring people to jobs and bring jobs to people •Peak flow and counter flow

TRANSPORT FOR CAPE TOWN •TRANSIT ORIENTATED DEVELOPMENT (TOD) •Work group currently looking at regulatory issues and incentives to support TOD: • Parking provisions: parking requirements supportive of encouraging development • Proactive Land Packaging: public & parastatal owned land that could be used to contribute to corridor and nodal development objectives • Alignment of capital projects with TOD
