Education will be Government’s primary instrument to reduce poverty, promote health, protect environment and advance gender equality
Central allocation to education shall be raised to six per cent of the GDP from current one percent
Goal is total spend of nine per cent of GDP on education by involving the private sector
Bridge digital divide. 1 crore students to get laptop computers at Rs 10,000. Interest-free loan for anyone unable to afford it
EDUCATION FOR ALL
Content and process of education shall be made responsive to the needs of the times
"Sarva Shiksha Abhiyan", launched by the NDA in 2002, shall be extended, strengthened and concretised further in quality, content and support systems
Mid-day meal scheme shall be revitalised on modern management lines. Akshaya Patra Scheme will serve as a model for this purpose
Close linkages between school education and higher education shall be built into the system
EDUCATION FOR ALL
Primary school timings and vacations shall be flexible and decided upon by the local community and the Parents-Teachers Associations
Universalisation of secondary education shall be speedily implemented. Special emphasis will be given to girls education at the secondary level
Full assistance will be provided for a national madarsa modernisation programme

Certification of skills acquired traditionally or through private initiatives
Widespread network of providing skill orientation and vocational training shall be established
Additional structures and facilities shall be created at secondary stage to provide generic vocational skills to every child who is willing to do so
Industry shall be persuaded to play a greater role than at present to prepare skilled manpower, which will be of mutual benefit
EDUCATION FOR ALL
National Education Commission will be constituted to propose a comprehensive policy for 21st century
NCE report shall lead to formulation of New Education Policy to replace NPE-1986/92
NCE shall undertake continuous envisioning of educational plans, strategies methods, material and research to make India a knowledge power and develop institutions of higher learning and research
Institutions of higher learning shall be given full autonomy, while requiring full accountability
EMPOWERING WOMEN
Madhya Pradesh Government's highly successful "Ladli Laxmi" Yojana to be expanded to all Indian families
33% reservation for women in legislatures
Salaries for 28 lakh Anganwadi workers and helpers, who are backbone of Integrated Child Development Scheme (ICDS), will be doubled
Introduce special schemes to promote entrepreneurship among rural women through Self-help Groups (SHGs)
EMPOWERING WOMEN
Gender discrimination in wages, whether in organised or unorganized sector, will be eliminated
Remove all remaining gender disparities in property rights, marital rights and cohabitation rights
HEALTH IS WEALTH
Right to clean water will be made a fundamental right.
A massive programme will be launched to provide clean, drinking water to every citizen

River linking project to be launched
Generate additional 120,000 MW of electricity. 20% of this will be non-conventional energy sources
Reduce dependence on fossil fuels by promoting run-on-river electricity projects, solar, wind power and biomass
Rs 5,000 crore for creation of sports infrastructure especially in educational institutions
IT VISION
National Digital Highway Development Project and Pradhan Mantri Digital Gram Sadak Yojana to create a next-generation network infrastructure
Redefine broadband as 2 Mbps speed on 1:1 connection with unlimited upload / download quota. Present classification is 256Kbps, shared connection
Make Broadband Internet available in EVERY town and EVERY village, at cable TV prices
Unrestricted VoIP to be implemented immediately
IT VISION
Government of India to standardise on ‘open standard’ and ‘open source’ software
Promote Domestic Hosting industry to minimize International Bandwidth costs
Domestic IT hardware industry to be promoted to minimize imports
National Mission to promote use of Indian Languages in IT
IT standards-setting body would be spun out of BIS (Bureau of Indian Standards)
IT VISION
Digital Security Agency to be setup as a independent body for cyber-security, cyber-counter-terrorism and cyber-warfare
e-GOVERNANCE
Multipurpose National Identity Card (MNIC) with Citizen Identification Number within 3 years
Every MNIC will be linked to a bank account. All welfare payments, including widow and old age pensions, Child support, Kisan Credit, Students Assistance and Micro-Credit will be channelised through MNIC account
All major financial transactions including purchase of property and access to public services only through MNIC
MNIC will ensure correct welfare delivery and accurate tax collection
e-GOVERNANCE
Gujarat's "e-Gram Vishwa Gram" to be implemented nationwide for every Government office, from Central to Panchayats
Post offices to be turned into Multi-Service outlets
Toll free 1-800 to be assigned to every MP, for citizens to get in touch with their MPs
Land and property records to be digitized using GPS and MNIC
e-GOVERNANCE
Government-to-Citizen (G-C), Government-to-Government (GG) and Government-to-Business (G-B) transactions will be conducted electronically, with the objective of moving towards paperless governance
TAXATION
Take determined steps to bring back money stashed away in Tax havens
Scrap Fringe Benefit Tax (FBT), which is a source of harassment to employees and employers alike
Abolish CST and fix a ceiling of 12-14 percent on GST
Dispense clubbing of agricultural income with other sources for determining tax liability on other income
Low tax, low interest regime so that people have more money and their purchasing power increases
TAXATION
Exempt personal Income Tax for those earning up to Rs 3 lakh per annum
For women and Senior Citizens, exemption will be Rs 3.5 lakh per annum
Income of all senior citizens from pension will be exempt from Income Tax
All members of armed forces and the para-military shall be exempted from payment of Income Tax
Complete exemption for interest income on bank deposits for all, other than corporates and on business income
POVERTY ALLEVIATION
35 Kgs of subsidised rice or wheat at Rs 2 for BPL Families
Direct Delivery of Entitlements via Food Coupons that will be redeemable at both PDS and Private Outlets
Setting up community kitchens in extremely impoverished areas with the help of NGOs through shared funding
Provide bicycles to every school going girl child from BPL families throughout India
10 lakh dwelling units for poor will be constructed every year
FARMER PROSPERITY
Study entire gamut of farmers’ loans and come up with actionable solution to deepening crisis within six months
Set maximum ceiling of 4 per cent interest for agricultural loans to farmers from banks
Introduce pension scheme for aged and helpless farmers
FARMER PROSPERITY
Create irrigation facilities for an additional 35 million hectares of land in five years
Drip irrigation will be promoted along with better water management and use of check dams
Promote horticulture, floriculture, pisciculture and poultry for generating additional jobs and supplementing incomes
Create additional grazing land and encourage the maintenance of ponds and water bodies
FARMER PROSPERITY
Implement Farm Income Insurance Scheme through which both price and produce will be insured
Promote nature-friendly cultivation and incentivise organic farming to arrest soil quality depletion. Special marketing assistance for organic produce
Water conservation, Soil enrichment, Procurement, Marketing, Waste Elimination and Credit management of farmers to be shifted to IT platform for better implementation and quicker "Lab to Land" knowledge transfer
SECURITY
National Security Council will be made hub of all sector-related assessments
National Security Council will be accountable for real-time intelligence dissemination
National Maritime Authority will be set up to coordinate coastal security
Revamp internal and external intelligence agencies to use technology and cope with rapidly changing trends of terrorism at home and abroad
SECURITY
Send out a simple, loud and clear message, to terrorists and their sponsors: They will have to pay a heavy price for each innocent life lost
Special courts for speedy and fair prosecution of those involved with acts of terrorism
‘ Chhattisgarh Model’ for counter-Maoist operations
Talks with insurgent groups will be conditional and within the framework of the Constitution
SECURITY
Border management will be reviewed and improved to block illegal immigration
Assist states to modernise their respective police forces
Equip police with the latest weaponry and communications technology
Police are the first responders to any crisis situation. Train and equip them to be more effective
Appointments to intelligence agencies will be on merit and not on political patronage
JUDICIAL REFORMS
Legislation to make judges declare their assets on a regular basis, and the information to be made available online
Computerization of all court-related records, arbitration records, court judgments, court calendars and advocates’ records. This will promote standardization and transparency
Seamless accessibility of court, police, prison and municipal (birth, death, marriage, etc) records
JUDICIAL REFORMS
Promotion of Alternate Dispute Resolution mechanisms such as Lok Adalats, assistance of Legal Services Authorities, Human Rights Commission and various civil society organizations
Bring various support agencies such as Legal Aid Cells, Legal Services Authority, social workers (counselors) and other activists closer to ordinary citizens
Encourage adoption of global best practices through digital libraries, databases, case management systems, and judicial administration systems
LABOR REFORMS
Making secret ballot compulsory for trade union elections, by suitably amending the Industrial Disputes Act
Ensuring adequate compensation for any labour that may be retrenched, with the first option being redeployment
Expand Safety net for labor in unorganized sector and revise minimum wages
Launch training pro grammes for trade unions to play an effective and positive role
LABOR REFORMS
Launch national mission to increase India's skilled workforce from present 8% to 20% in five years
Set up a National Child Labour Commission
HINDUTVA
BJP will explore all possibilities, including negotiations and judicial proceedings, to facilitate the construction of the Ram Temple in Ayodhya
Free Religious bodies and places of worship from Government Control
Cleaning the revered Ganga and other major rivers will be a priority. Local communities will be enrolled in this gigantic task
Evolve a new route for Sethu Samudram, bypassing Ram Setu, a historical national heritage
