The Author
FERNANDO APELO BERNARDO was born in Cabagan, Isabela, but grew up in Sta. Cruz, Laguna, Philippines. He holds the
B.S. Agriculture degree (1955) and the M.S. degree (Plant Breeding, 1958) from the University of the Philippines, and the PhD degree
(Genetics, 1962) from the North Carolina State University, U.S.A.
At the University of the Philippines Los Baños (UPLB), Bernardo was a faculty member in Plant Breeding and Industrial Crops
(1955-72), Professor of Horticulture (1972-74), Acting Director of Business Affairs (1971), Director of Graduate Studies (1969-73),
and Dean of the College of Agriculture (1973-72). Outside UPLB, he was Deputy Director General, Philippine Council for Agricultural
Research (1972-73), President of the Visayas State College of Agriculture (ViSCA) (1974-84), President, Asian Association of Agri-
cultural Colleges and Universities (AAACU) (1982-86); President, Asian Association of State Colleges and Universities (PASUC)
(1981-82), Director, SEARCA (1984-87). Deputy Minister of Education (1984-86); and Deputy Director General for International
Programs of the International Rice Research Institute (IRRI) (1987-1997).
Bernardo is a recipient of the Ten Outstanding Young Men (TOYM) Award in Genetics (1966), Rizal Pro Patria Award for educa-
tional administration (1980); Most Outstanding Agricultural Educator of the Year (1978); PANTAS Award for Research Administration
(1982), and Most Distinguished UPLB Alumnus Award (1986). He received a medal from Vietnam for helping in increasing rice
production in that country.
About the Book
In 2005, the author thought that somebody must write a complete history of UPLB as a contribution towards the centennial celebra-
tion of the institution. With the encouragement and support of Dr. Elpidio Rosario, the UPLBAA President, the author spent the year
2006 in reviewing 100 years of written and unwritten accounts of UPLB’s development, and then wrote a draft of the history book
entitled 100 Milestones in UPLB’s history.
Chancellor Luis Rey I. Velasco who had a chance to read the first draft of the book wrote:
The book draws our attention to both well known as well as previously unknown historical events and interesting
stories about UPLB and the people behind them. As we turn its pages, we get glimpses and snippets of the chal-
lenges that faced our pioneer academicians and how they blazed trails, prepared and cultivated the grounds upon
which UPLB now stands – a strong foundation upon which we continue to build. We see more vividly the many
faces of our rich, colorful and exciting history. It helps us appreciate what it has taken to raise UPLB from its
lowly birth and nurture it to maturity and grandeur in its 100 years.
This coffee table book is based on the history book described by Chancellor Velasco. Aware that most people prefer to browse
through colorful pages with pictures rather than read details of history in black and white, the author, with UPLBAA support, decided to
produce this coffee table book.
This book is humbly dedicated to all the pioneers, administrators, faculty members, employees, students, alumni, and friends of
UPLB who, in one way or another, helped in molding this great institution.
