Overall WP1 objectives• to contribute to the structuring and strengthening of cooperation in food security research and innovation between Europe and Sub-Saharan Africa.• Food security has been a subject for ARD in the last decade  challenge of WP1 is in defining area(s)of intervention and achieving outcomes that add value 2

Contribute to bridging the public-private sector gap for the dissemination and exploitation of food security research results• 3. Foster a bi-regional multi-actor platform which promotes synergies and coordination of programming and / or policy approaches within and between EU and AU MS nor addressing researchable joint food security priorities 3

Increased Food Supply/ reducing hunger Food availability – issues related to (a) production – commodities, livestock, fisheries, crops & resource use – biodiversity (genetic resources, indigenous crops – livestock), water and land; and (b) Technologies – biotechnology, seeds, fertilizer, postharvest, equipment/engineering, ICTs etc2. Food safety – animal health, food standards, food facilities, laboratories3. Food quality including nutrition e.g. bio-fortification,4. Markets & distribution – increase earnings / affordability / accessibility; cold chains, storage5. AU & EU stated commitments & financial contributions. 7

African priorities for food security – within the frame of CAADP (6% increase in agricultural productivity). Resources, programmes, implementation dates.2. EU priorities for supporting Africa to attain food security goals and existing mechanisms. EU framework programmes, bilateral MS programmes and private research funds.3. Joint African/EU research and capacity building projects over 5 – 10 years. Main areas of focus & results to date.4. Global food security frameworks as they impact on continental, sub- regional & bi-regional research and development, S&T cooperation on food security 8

Data harvesting/mining• Identify main actors and their main S&T schemes/programmes/projects on food security as well as budgets and project/review/impact reports; AU, EU, and implementing /executing agencies e.g NEPAD, FARA, and present and past initiatives – CORAF/WECARD, ASARECA, SADC, RUFORUM, ANAFE, RECs, and joint Africa-EU initiatives e.g. PAEPARD, ERA Net for Africa. ERA-ARD• Internet research & calls to partners –• Identify key outputs & beneficiaries of the collaboration2. Analysisa. Identify quantitative and qualitative indicators for determining impacts at (a) policy, (b) science – quality & quantitative (e.g. publications etc) (c) capacity development (d) uptake - production, processing, marketsb.   13. 13. 3.3 Strengthening intra-EU coordination of supportfor bi-regional food security research co-operation – Mapping of owners of regional and national food security research programmes and their projects to be consulted: FP7 projects (EIARD, ERA-ARD, PAEPARD, etc.), CGIAR Innovation platforms, regional Europeaid or FED projects including research activities on food security, bilateral cooperation projects from Member States, regional projects for Member states, African Union programmes (CAADP etc.), private sector and foundations, some universities etc. – Elaboration of a scheme for the consultation about willingness and mechanisms / instruments for a better coordination on bi-regional food security research cooperation. – Small scale consultations and synthesizing – Consensus meeting among interested stakeholders leading on a detailed plan/road map for T1.5 Collaborative food security platform for joint food security priorities. 1 3

Platform in Food Security ST & I• A functional platform for dialogue and co-operation between EU & Sub-Saharan countries on research in Food Security in order to be able to deal with the upcoming scientific challenges concerning: – Food production – Food industry – Food trade – Food safety & Nutrition security• This platform could be a crosscutting platform between the 3 Societal challenges addresses in CAAST-Net +: – Food security & climate change – Food security and health• For organization and governance of this platform, we could inspire from examples of existing ones for operational purposes: – Metropolitan Food Security Platform from Netherlands – International Global Food Security platform from FAO – Platform for dialogue and co-operation between the riparian countries in order to be able to deal with the upcoming water and fisheries management (OMVS, OMVG, etc.) 2 0
