One of the major problems among institutions or companies that manage technological networks is the certain and rapid identification of networks, often buried underground, in order to quickly carry out the necessary interventions.
In most cases, technical departments have only a vague knowledge of the development of the networks, based on partial and often imprecise profiles, information gathered in thousand of cards and paper files, or information available on their personal computers or even entrusted to the memories of employees.
In 2006, The College of Surveyors of the Province of Trapani, thanks to the active collaboration between the National Council of Surveyors, the Italian Social Security and Assistance Fund of Freelance Surveyors and the City of Mazara del Vallo, organised a course/topographical training project for the profiling and graphical depiction of the belowground of the City of Mazara Del Vallo.
Eight surveyors registered as practitioners and four surveyors registered as professionals revealed, with hand-held GPS devices, GIS data on the territory and contributed to the creation of a complete and exhaustive Geographic Database of the subterranean technological networks present.
The project was perfectly integrated with the realisation of its own GIS by the City Administration of Mazara del Vallo, and is perfectly in line with the directive (Micheli 1999) issued by the Ministry of Public Works “for the rational organisation of subterranean services”, and had, among its other goals, that of providing an important tool for technicians operating in the territory and the local administration managing it.
The project, besides, sought to create professional development opportunities for Surveyors and an important service to the community.

  • 1.  The project, born from an idea of the Provincial College of the Surveyors of Trapani and from the synergy between the administration of Mazara del Vallo, with the Surveyors Professional Organizations : the National Council the Provincial College the Social Security Fund Institute of Surveyors has seen the participation of some young Surveyors registered to the Professional Register of Surveyors and the involvement of a team of young trainees Surveyors, coordinated by expert topographers with proved experience.
  • 2. Provincial Capital Municipalities and cities with a population over thirty thousandcitizens or with a high seasonal tourist impact have to draw up an organic plan for therational use of the underground: That is part of the General Town-Planning Scheme “Piano Regolatore Generale” (PRG).
  • 3. The survey has been carried out recording and mappingunderground services with the support of: aero-photogrammetric maps the General Town-Planning Scheme of Mazara del Vallo the Cadastral Cartography.These documents have been digitised and graphically represented,with the creation of a data base available on Mazara del ValloMunicipality web site.
  • 4. Data acquired and catalogued has been geo-referenced and graphically representedwithin a web-oriented GIS, in order to allow the online usability and an optimalcommunication between council offices and consumers.Tecnologies used: GPS GIS

  • 6. All professionals have been trained with a two weeks long course, to provide them with awider knowledge about GPS and GIS tools, focusing on theory and practice offundamental disciplines that let them face soon with the field survey. A B
  • 7. The Surveyors were provided with a hand held computer (Leica Geosystems GS20) witha receiver and integrated antenna GPS in order to collect data for creating and updatingGIS data, allowing measurements with sub-meter precision. 12 channels Code C/A and phase L1 Sub-metric precision
  • 8. The GIS software chosen for the data acquisition platform was the one used by Mazara delVallo Municipality for its land management: KARTO of Miduell Informatika of Belluno.
  • 9. For data post-processing was used GISDatapro that allows import/export, visualisation andprocessing of data acquired with GS20.
  • 10. Urban and extra-urban areas were divided into four sectors, covering an area of about828 ha of the 27.000 ha of the total council area, each of them assigned to a team ofSurveyors. Survey of: Hydraulic system Sewer system Methane gas system Public illumination system Electricity system

The Fast-static method in post-processing has been used for positioningthe points, with intervals of 10-20seconds and relating to a permanentstation of the network ASI-AgenziaSpaziale Italiana, named NOT1, 230 kmfar away from Mazara del Vallo.When the satellite signal was low, the points were positioned measuringthe distance from two known points and insert manually aftermeasurements were taken with a metric tape.

Every day data acquired on the field weredownloaded into the central system at the RegionalInformative Territorial System (SITR) office of MazaraDel Vallo and then data registered from thepermanent station were retrieved in order todownload the RINEX files of the survey day.http://geodaf.mt.asi.it/html_old/gps/gps_browse.html

Data from the field were processed usingGISDatapro and then the coordinate weretransformed from WGS84 into Gauss Boaga.This allowed a first verification of acquireddata quality, compared with the digitalcartography. Another control has been doneon the results of the calculations, in order toverify whether the mean square deviations ofthe survey were acceptable and were withinthe accuracy limits required in relation to thescale of representation of the cartographyused

  • 17. Networks were drawn and maps were created foreach of them, in order to make easier theirmanagement from the different council offices incharge of it. The different maps, with the same reference system, can be overlapped and consulted allowing a complete vision of the underground services and their interferences, necessary for a correct and efficient planning and maintenance operations.

Data obtained with this survey has been recorded on a magnetic support and distributed to allprofessionals of Mazara del Vallo.Data have been made available online on the city’s web site, for consultation from the operators ofthe sector and from the company suppliers of the services, in order to give them a complete vision ofthe available underground services.It will be registered and updated with new installations of underground services.Useful tool for professionals, technicians of the municipality offices, foreman and workers, forplanning maintenance interventions, querying and updating GIS data.Important aid to the municipal administration on defining the priority of resources allocation, forplanning and modification of works, keeping under control the social costs in terms of traffic issues,risks, waste of time for the community, consequently to a bad planned works activities.The system is important for environment protection because avoiding traffic congestions it ispossible to control air pollution levels.
