  • 2. Why Police is Visibly Online?
    • Lowers the level to contact the police and talk about personal things
    • Preventive police work : Inform about laws and answer to questions
    • Creates a feel of security on internet
    • Profiles are there not to limit the freedom of speech or to moderate the sites but profiles will intervene to criminal acts if it’s necessary (bullying, sexual crimes etc)
    • The key for succesfull work is bilateral and confidental low treshold communication
  • 3. Virtual Community Policing
    • Started in September 2008 from IRC-Galleria
    • At the moment tree police officers working full time
    • New pilot started in April 2011
      • 13 police officers from 10 different police stations

      • 139 acts
      • 22 criminal reports (17 were sexual crimes)
      • 28 “verbal warnings” (bullying)
      • 9 reports to child welfare (suicidal, depressed etc)
      • About 70 tips
      • 131 acts
      • 38 criminal reports (34 were sexual crimes )
      • 25 “verbal warnings” (bullying)
      • 6 reports to child welfare (suicidal, depressed etc)

    • 1100 child sexual abuse cases in whole Finland 2010
      • About 150 were internet related
      • 10-20% of those internet related child sexual abuses were reported trough Virtual Community Policing Group
      • This year the percentage will be higher
      • Extraordinary that young plaintiffs contact directly the police
    • Possibility to act with police profiles acutely to bullying with “verbal” warnings
    • Possibility to react fast in social media
      • “ Leaks”
      • Demonstrations

    • Virtual Policing will be basic police work
    • Virtual police officers will specialize
    • Contact ethnic minorities
    • Get information from domestic violence cases
    • Estonia started virtual policing in June 2011
