Southern Region Direct Payments Trial
10 ISP clients in the southern metropolitan region participated in the direct payments trial.
Qualcare worked successfully with one client during the trial.

What did AQA already offer?
Self rostering
Flexibly tailored support
Ability to work with all funding arrangements under the model.
Clients can choose their level of participation in the management of their program.
Funding was already individualised.

Options
Agency manages the package of funding.
Financial Intermediary manages the package of funding.
Direct Payment Option. The client manages the package of Funding.

How are Direct Payments different?
Individual packages are represented as funds rather than hours.
Client monitors balance of funding.
The client can more easily take their individual funding to any provider.
The client can employ people directly if they choose to.

Challenges
Promoting awareness of agency to planners.
Promoting awareness that Qualcare can still provide services in this system to clients.
Tracking of accounts – no issues to date.

Future Improvements
Shareware to enable clients and Qualcare to view roster and care plan information / changes in real time.
Web cam at start up to allow service coordinators to meet face to face with clients from remote areas.

A CLIENT’S PERSPECTIVE
Was offered the opportunity to become a direct payment client.
DHS provided a package of information explaining the model.

Potential benefits to the client
Flexibility to use my funding to support my lifestyle.
Access to purchasing equipment such as continence aids, wheelchair accessories.
I can decide what is important to enabling me to be more independent.

Why choose a Service Provider?
No headaches of direct employment of attendant care staff.
Administration is taken care of.
24 hour after hours support.
Access to appropriately screened and trained disability support workers.
Access to service coordinator when assistance required.

My experience of the first year.
DHS still require notification of intended use of funding for items over $100.
There is no extra funding to cover equipment in my plan therefore if I purchase equipment my potential hours of attendant care will be reduced.
Agencies not offering lower rate than DHS pay them.

Have things changed?
Still need DHS permission when traveling overseas.
Still need DHS permission for large purchases over $100.
Still get same supports from Service Provider.
I handle the invoices.
I still need to approach A&EP due to lack of funds.
