1. Child Protection Network
Child Protection Network (hereinafter referred to as CP Network) was formed in 2005 setting a goal to
increase the quality of providing services to children in need and their families and also promote reforms in
the child protection system.

On January 27, 2012 CP Network was officially registered as a union of non-profit legal persons, but has
been in operation since 2005.
After officially registration of CP Network, the goals of the organization have been changed from direct
provision of services to advocacy, lobbying, especially:
To support the efforts of member organizations of network which are directed to children welfare in
Armenia
To participate in the reforms in the framework of child protection in order to promote reinforcement of
child protection system.

2012
The round-table meeting with stakeholders
The aim of the meeting was to speak out about problems of child protection like: current process of state
reforms, the cooperation between state and non-governmental organizations, priorities and actions of the
network in country and region.
Research on the situation of children under guardianship
Research was done on the intensive analysis method of an evidence-based case study.

The aim of this research was to answer the following questions.
What gaps are there in the area?
What do children under guardianship need?
What do guardian parents need?
What changes and solutions can we give to the created situation?
For making research, interviews were carried out in 6 regions, 25 communities,in the framework of 25
Guardianship and Trusteeship committee members, in 6 Child’s rights’ protection departments, with 99
guardians, and also in 9 administrative districts of Yerevan. The results of the research can you see in our
website; www.armeniachildprotection.org.
2012 CP Network participated in many other round-table meetings, introducing the vision of the Network,
recommendations and reviews on the primary issues related to the child protection. Many other trainings
and workshops were organized within the same year which promoted the development of the capacity of
the Network member organizations.

In order to introduce the latest news of the CP, publicly website was created;

Website is bililingual: Armenian and English. News about CP Network is posted on the website.
Video material
CP Network being a member of Black Sea regional ChildPact coalition, in partnership with ChildPact made
a video clip about the need to reform the institutions, and the need of the introduction of the positions of
community social workers. The video also had an aim of raising awareness of reforms of care institutions
and the need of having community social workers among the public. The video was posted on the website.
Press Conference
Press Conference was organized on the occasion of the World Day for Prevention of Child Abuse. Cases of
violence against children in Armenia were presented, the statistics, difficulties faced were explained and the
opportunities of the improvement of the support mechanisms were presented.

ChildPact assumes presidency
In 2013 CP Network assumed presidency of ChildPact during which different negotiations have been taken
for promoting regional cooperation including negotiations for creation of new commission on child
protection issues in Armenian commission of PABSEC.
Based on 127/2012 instruction of the Parliamentary Assembly of the Black Sea Economic Cooperation and
taking into account the declaration of ChildPact Bucharest in 05.09.2013 during the 6th Annual Black Sea
Forum, CP Network stressed the importance of regional cooperation and concentrated its efforts on making
international cooperation.
Negotiations have been conducted with members and head of the Armenian delegation of PABSEC and
also with a Minister of Foreign Affairs. The work is still in progress.
2014
In 2014 CP Network launched "Together for Children" program, which is funded by the Ministry of Foreign
Affairs of Romania, RDP is performed by the Bratislava Regional Centre and the Centre for Development of
Romania, in collaboration with World-vision Romania and the Romanian Federation of NGOs working with
children.

The round-table meeting was on the 2nd anniversary of the registration of the CP Network. "Together for
Children" program was also launched during the meeting, and the results of the CP research on the
guardianship as an alternative family model were presented. The premiere of the video was done and the
promotion of effective regional cooperation mechanisms were discussed.
Brief policy papers preparation
CP Network established working groups, they worked on a number of issues, creating brief policy papers
aimed at changing the existing policy. Developed brief policy papers were on the following issues.
The Development of alternative care options (family based)
Development of early intervention and prevention component in child protection
Juvenile Justice
Ensuring continuity of care
Prevention of under 3 year children’s institutionalization

CP Network still works on possible solutions to problems, moreover, its strategic directions are focused on
solutions to these problems.
Press Conference
On the eve of the public hearing CP Network organized press conference, which was devoted to raising a
number of different issues, like whether the country is only responsible for child protection, whether all
which is connected to child protection system is well calculated, and so on.
Negotiations, meetings in the National Assembly during 2014
The meetings had one aim, on the eve of public hearing to advocate and lobby in the field of child protection
issues, aimed at improving the quality of services provided to children and ensuring their targeting, as well
as to propose innovative mechanisms of state regulation in the field of child protection.

Public hearing
Brief policy papers were presented at the public hearing, which was attended by a number of decision
makers in the field of child protection, including MPs, committees, experts, government officials,
representatives from international and local organizations and other stakeholders.
Members of CP Network presented the issues and concerns in the field of child protection and also made
appropriate recommendations. Speakers insisted that the all main players’ consolidation of efforts and
concerted actions are very important for launching the reforms.

4-day visit to Romania
Labor and Social Affair’s Minister’s advisor, Mr. Davit Hakobyan and president of CP Network Mira
Antonyan visited Romania. The purpose of the visit was to discuss regional reforms in child protection
systems and to share lessons learned from Romania in this process.

Mentorship program
CP Network representative Lilit Melkumyan left for Romania to familiarize with the country's social
services.
Annual General Conference
Annual General Conference is scheduled for October 9. The goal is to provide efficient network
management, as well as making a number of vital decisions for the network.
