  • 5. QUICK FACTS.. Source: UN-Water Decade Programme on Advocacy and Communication (UNW-DPAC)
  • 6. QUICK FACTS..
  • 7. However… Huge O&M problem due to lack of community participation. Panchayats are always cash deficient Ground water level has reached very low levels Minimal quality standards results in non functioning of pipes etc before their determined lifetime. Government’s apathy towards Samarthan as they feel Samarthan is working against the government by informing villagers about their rights, benefits of various government schemes etc
  • 8. However… Panchayat don’t have enough authorities or sufficient financing powers to execute some projects Water and sanitation facilities construction still doesn’t come in the main priorities at District level planning. Active involvement of children and parents is lacking. Consultant hired to formalize Water conservation plan lacks expertise. ‘Asha karyakarta’ are not paid on time. Thus they frequently hold strikes and protests against the government leading to less work
  • 9. ACTIONS PLANS • Provide handholding support to the Panchayats where WASH models have already been developed, to ensure sustainability in the future. 1 • Building capacity of Panchayats aspiring to become Nirmal Gram Panchayat (open defecation free) 2 • Training to villagers on Water conservation and water budgeting. 3 • Organize Training of the members of VHSC (Village Health and Sanitation Committee) on their role in O&M of Piped Water Supply. 4 • Carrying out Water and Sanitation work by building convergence with MGNREGS 5 • Organizing exposure visits in order to understand the NGP and importance of WASH and the effective O&M in piped water supply 6 • Promotion of safe water, school sanitary block usage and personal hygiene among school children 7 • Establishment of District Resource Centre to demonstrate models of rural sanitation 8
  • 10. ACTIONS PLANS • Meeting with village women to know the development works ongoing in the village for SCF project1 • Training on preparing Water safety plan under SCF project. 2 • Training to villagers on Water safety and water budgeting and preparing volunteers from villagers to take up this job.3 • Active involvement of children and parents to be encouraged under this scheme. Complete trust by children and parents to be developed towards the initiatives taken by Samarthan Sehore. 4 • Hiring a capable consultant to prepare a detailed water safety plan for getting approval from PHE deptt.5
  • 11. METHODOLOGY ADOPTED Organize Training of the members of VHSC (Village Health and Sanitation Committee) on their role in O&M of Piped Water Supply Organize exposure visits in order to understand the NGP and importance of WASH and the effective O&M in piped water supply Developed Plan to Plan and Promoting Rain Water Harvesting, Water Recharging and Watershed activities Promotion of safe water, school sanitary block usage and personal hygiene among school children. Preparation of Proposal of Water Safety plan and water budget to the Gram Sarpanch, who’ll approve and forward it to the PHE department for further action. Conduct interviews with PRI, Govt. Officials, Civil Society Organizations members. Discuss issues ongoing with the Asha workers, held meeting with village women to know the development works ongoing in the village.
  • 12. PROPOSAL TO SAMARTHAN Samarthan Child Leaders Programme • Identify and recruit talented children leaders, hence create a cadet of children volunteers. • This can help build a platform to make rural children part of the Samarthan brand that can reap huge benefits in the long run Model village / Youth leader awards • Incentivize the whole process of youth support groups yet maintaining the idea of volunteerism • Give a model village award and ask them to share their best practices with village heads and PRI members from other places Training on effective communication & basic computer skills • With Samarthan looking at working on many more complex projects it is mandatory that the field staff is trained on effective communication and minimal computer usage skills Training on different domains of social work • Field Staff working in Child welfare can be trained in social audit / RTE to make him / her efficient in work & understand the bigger picture Periodic training on Managerial decision making • Trainings must be conducted for field staffs & coordinators who have been inducted, on how to take decisions under uncertainty, especially in the context of their work
  • 13. OVERALL EXPERIENCE  In One Word – Fantabulous!  This project became a reality only due to the consistent support of Samarthan’s entire team at their Sehore Regional Centre  The team provided me with all the support, guidance and motivation towards achievement of the project’s objectives  Interactions with the Panchayati Raj Institution members, Government Officials and members of other Civil Society Organisations from Sehore provided crucial insights into the process, implementation and impact of WASH and SCF in Sehore district.  Highly indebt to the underprivileged masses of the villages from Sehore whose experiences, insights, challenges & expectations from WASH and SCF form the bedrock of this project.  The overall experience taught me that there are several ground level works ongoing at the rural heartland of India.  Government both at Centre and State level are working rigorously for the benefit of the poor.  However, there are loopholes in the system that have been identified by the middlemen who disallow the transfer of benefits to the real beneficiaries.  I would like to stay in touch with Samarthan for a long time to come…
