Introduction <ul><li>Organisations in developing countries are interested in measuring and improving impact efficiency and guaranteeing the success of their e-learning programs for progress. </li></ul><ul><li>Also a few organizations which are very advanced in the use of </li></ul><ul><li>e-learning for their programs are interesting in excellence label. </li></ul><ul><li>The quality label offering two possibilities for an institutional certification. A basic level, focusing on effectiveness, and a second level, focussing on excellence. </li></ul>

Self-assessment <ul><li>The assessment is valid when the organization registers for each criterion within the Toolkit and also presents proof for their rating. </li></ul><ul><li>This proof may provided in form of protocols, concept papers, curricula, information brochures or any other document that may proof the self-rating. </li></ul>
