  • 3 EAC developed the 2011 Economic Strategic Plan with guiding principles and 15 strategies; endorsed by BOS in 2011. The 2011 Plan identified vision and goals to guide economic development, strategies to achieve goals, and actions to be refined as implementation occurred over time. A number of efforts have been implemented and are on-going. Staff and the EAC-IC are reviewing that work, expanding on the vision, organizing goals under overarching thematic areas, and developing an Action Plan and metrics to guide our efforts.   • June 10, 2014 5 Strategic Plan to Facilitate the Economic Success of Fairfax County Why the renewed focus? • Office vacancy rates up – Trend toward smaller office footprint (less square footage per employee) – Government contractors have consolidated operations • Fewer federal jobs due to recession and sequestration – Federal payroll is down • Job losses have been recovered, but in new, more diverse sectors of the economy, such as health care, retail, and hospitality
