  • Welcome to Lithuania ! My report “Integration of Information Technolog ies in Education” will present current situation o n integration of I nformation T echnolog ies in education in Lithuania and will try to show some challenge s for our future perspective s.
  • Talking about the role of Information Technologies in Lithuanian schools, we can see its essential role in the context of reform of education. In my report I will define situation on integration of Information Technologies in Lithuanian education, supposed perspectives of implementation of Information Technologies
  • The stage when computers and programming have been teaching in schools, when it was relevant to introduce teachers with Information Technology and how to use it, is already in the past. Big merit of it belongs to pedagogues and researchers, lecturers and teachers who joined and participate in this event. Information Technologies should become ordinary and necessary element of educational process. It is related also with improving infrastructure and higher level of teachers’ preparation as well: in a first stage – literacy stage – 100 pupils had been using one computer, in integration stage 10 pupils had been using one computer, it is expected that in the future each pupil and teacher will have Information Technologies constantly next to them. 8 pupils use one computer in Lithuanian comprehensive schools already today, what shows our strong steps to ICT embedding into educational process.
  • In Lithuanian comprehensive schools: 66 % of teachers use computers in their classes, 95 % use it to prepare for lessons, to arrange learning material. High level of Informatics teachers’ competence. Functional community of active teachers using IT in schools ( group of ICT leaders )
  • 97 % of schools use internet, 67.6 % of them use broadband Internet connection There are no pupils, who would claim they are computer – illiterate. More than 52 % of families have computer at home Looking forward firstly we can see incentives and conditions for more various in-service training, learning materials, decentralized development, where personal initiatives and original ideas would have more space. It is supposed, that European Social fund, which would be given according to schools’ development and other programs, and would be granted by competition.
  • For the second decade necessary information about pre-school and general education is being collected and arranged by electronic means. But: Rapid reformation of education system, Efforts to release teachers from bureaucracy, Ambitions to accurately predict newly introduced legal and financial leverage effects , Desire to constantly dispose of relevant information about the situation in schools, Plans to introduce non-formal education students voucher and to decentralize and to liberalize other educational services, Finally – to achieve the effective use of budget and the E uropean Union Social fund Stimulates to review Information technology development tendencies and periodically update the existing technology solutions. So:It is important to update information systems of education and some organizational solutions . Existing data bases, registers, information exchange channels and data screening and systemizing electronic means optimization is the best way to reduce bureaucracy and red-tape, to guarantee effective management and quick administrative solutions, to exchange information safely. As a result is our efforts to rationalize departmental data bases, registers net, to install web interfaces, which allows system operators to provide and get information conveniently and directly.
  • Our vision have two dimensions: Develop qualitatively innovative and flexible learning environments for pupils and teachers, which would create possibilities for individual tutoring and learning within an electronic space, encourage development and introduction of modern, ICT-based educational, teaching and learning. To use Information technology as a tool for new management. It will help us on the way to reduce bureaucracy and effectively manage education
  • While looking forward we see, that ICT will be used in various pedagogical sectors, it will become ordinary part of pupils and teachers life, social networks and newest information exchange environment will take a part of traditional learning means and education activities functions (for example, i-pod, Facebook) . Thanks to technology and political decisions to liberalize this sphere teachers certainly will gain increasing supply of training, will find ever richer digital methodical material resources. We expect that schools’ decentralization policy will develop, which will let to make decisions closer to the user – school, pupil. Decentralized implementation of Information Technology is planned – from 2010 student voucher will be budgeted for ICT practice and to maintain infrastructure. Our approach to the implementation of IT in education can be characterized with Latin maxim: conditio sine qua non.
  • The development of education management information system (thereafter – EMIS) is proposed to prohibit local governments and public institutions to gather information through other channels, leaving only EMIS “way”. That means, that organization which wants to gather additional information, contacts EMIS manager, who ascertains that such hasn’t gathered before, evaluates its gathering costs and ascertains that application is reasonable, gathers the information by online tools. In this way it would let to reduce the red-tape, avoiding the duplication of information gathering. While developing Open Vocational, information, Counselling and Guidance system (thereafter – AIKOS) is relevant to evaluate the use of AIKOS according to users feedbacks, to create separate sites for different users; often this system is maximum full information resource, perfectly accomplishing conveyance role, but there is a lack of regard to different users, their requirements, proper realization of projected professional orientation service; Education Portal Emokykla has to join educational objectives and digital curriculum and help teachers to find required tools. It has to be the gate, which shows to pedagogues all education developing activities. So the optimization of Information technology use is the best way to reduce bureaucracy and red-tape, for effective management and to guarantee quick administrative solutions and safe information exchange.
  • IT integration in education persists a priority of the Ministry of Education and Science work. However it should be redirected to: Education and science system users (students, teachers and management), their current needs. Improvement of educational and scientific activities management, its quality and innovation.
